can either transfer the violation out of the registered rental car company’s name and into your name or we will be responsible for making payment towards the violation to prevent further penalties.In this instance the issuing authority did transfer the liability for the violation into your name. The issuing authority has reissued the violation in your name and should mail it to you at the address on file. If you feel this violation was issued in error or you feel you should not have received this violation, please contact the issuing authority to dispute the violation directly. We will not be able to dispute the violation on your behalf. As we value you as a renter, we will waive this $30.00 administrative fee as a one-time courtesy. Please be advised that there will be an administrative fee on any future violations that occur in rental vehicles, and we would not be able to waive it as a courtesy. I had to drive onto the tollway in [redacted] due to the heavy flooding. We were directed onto the tollway by the State Police. When I approached the first tool booth I asked about the charges and were told there would be none. I turned in the rental car I had to [redacted] and mentioned this. I was told that there would be no charges on my card for this. A few days later I was charged. I called [redacted] and was told they would handle it, but I should dispute with my bank which I did. A month later I followed up and was told that they should have had me call Plate Pass myself, which I did. I talked to a lady who told me to reverse the claim with my bank and they would credit my funds back. I contacted my bank and they lifted the claim as of July 1st. I called Plate Pass and they said within 3 to 4 business days the money would be back. I called again on the 12th and they said that they could not see the problem. Call back in 2 days. I called back and was told that they would wait until they received official notification from [redacted] and then and only then they would mail me my funds back. They told me it would be approximately 6 months. This is ridiculous, plus the fact when I asked them how they would mail me the check without my address, the man had no clue how to respond. I am talking to an attorney. It is such a small amount, $28.25, but the fact is that they charged me this over 2 months ago and despite myself, [redacted] and my bank, as well as one of their own managers saying that yes, she could see there was an alert that no charges should be charged, per the [redacted] Tollway authority and the [redacted] State Police. This is unbelievable.

[redacted]  Here is the letter I sent to them in response to their response stating that they've never received payment
"Dear Mr. [redacted],
Thank you for contacting the [redacted] Tolls and Fines Service Center in regard to Notice Number [redacted].
We apologize for any system issues you may have had when submitting your dispute.  American Traffic Solutions processes tolls and fines issued to [redacted]. According to our records, The Toll Roads Violation Department issued 2 toll fines to the vehicle as payment was not received within 5 business days of occurrence. The notice mailed to you in April pertained to the administrative fee associated with transferring those fines from [redacted] directly to the renter. The administrative fee is a standard fee per the [redacted] rental agreement and does not cover the cost of the fine. 
Unfortunately, our system does not reflect a payment for the administrative fee billed in April. Therefore, a final notice was issued for the administrative fee in July. If you would like to submit the receipt for payment of the administrative fee, we will be more than happy to adjust the account balance in full.  The documentation may be submitted in the form of a PDF file or a screenshot to our email address, [redacted]

City of Plano has been paid.  You were made aware of the ticket by ATS providing the city with an affidavit nominating you has the renter of the vehicle at the time of the violation.  This process is not without cost and is why you were charged the $30.00 administrative fee.  However, as a onetime courtesy, we have agreed to issue a refund for the $30.00.  Please allow up to 5 business days for this to appear on your account and it is our hope that you find the matter to be resolved.

In addition, ATS charges an administrative processing fee of $30, which breaks down to $15 per violation. As a one-time courtesy, we have refunded the full amount of $157.30. For future reference, any tolls that are accessed for this toll authority without payment must be paid directly to [redacted] within 5 days in order to avoid the $57.50 violation fees.
