  My compliant was not about switching out my cart, it was about my trash not being picked up on the day assigned by waste management. And that this is and had been an on- going problem with waste management. And our waste management trash can was out by the curb for 2 full work days before it was picked up. And the route supervisor did call me with several excuses as to why waste management was not picking up the trash on time in my neighborhood. The 1st excuse was that waste management was having a problem with all their  trucks breaking down for the past Two years. The second excuse was that waste management has endured several leadership changes within the last two years. Finally they (waste management ) where short on staff. With all of these problems waste management should not have begged me to give them another chance to keep a contractual obligation of picking up my trash.  And I would like got waste management to refund my money so I can go to another company that will fulfil their obligation of picking up my trash as I fulfil my obligation of paying for the service. Especially when they lie about the compliant and the response!

At the time you requested to cancel your service, an offer of $85.00 to reduce your rate and retain your business was declined; therefore the current charges for February services are valid. Waste Management invoices monthly in arrears, your cancellation date is 02/29/2016.
Waste Management charges a removal charge; this charge covers administrative and operational costs to process and perform either delivery of a new or additional container or remove an existing container. Your current balance is $321.30.

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this proposed action would not resolve my complaint.  
The problem is there deceptive behavior. they hide behind terms and conditions that provide no way for a company to get out from under them and cancel with out a hefty fee...a customer should be able to cancel with written notice at any time...They have increased the price multiple times a year which there terms say they can only have a price increase once a year...certain rates were to be capped at certain percentages and they have exceeded that...they are now charging us 4 times the fair market price and because we would like to cancel they would like to reduce the rate?...so instead of being a fair company and charge a fair rate they will raise the price until you say something...why would you want to screw a customer for a short period of time with a high price and deceptive business practices then be fair to your customer and keep them long term?...we have sent the following attached letter to cancel our service validating that our contract is null and void and they have also violated there terms and conditions is the contract was to be valid in the first place.

The complaint was that we were charged for pick ups from a recycling container we never had. And, if we need to have it due to [redacted] requirements it's fine. But to resolve the issue is to be credited for the money charged for pick ups for a container that did not existed

After researching our internal records, you called on 03/29/2017, to report that our driver took your personal container when we serviced. Our agent offered to issue a $10.00 credit on your account, and you were not satisfied and requested to speak to a route manager.
You called our corporate office on 4/4/2017 and spoke to our agent [redacted], in regarding your missing container. [redacted] alerted our operations team and requested a route manager call you.
Our route manager confirmed, he spoke to you and stated, we received the receipt and issued a credit for $70.00 on your account. Again, please accept our apologies for the frustration caused by this situation.
