I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  For your reference, details of the offer I reviewed appear below.
I have read the responses and it is apparent that there seems to be an issue with the fact that Cincinnati Bell is under the impression that I am trying to dispute the bill from 2011, that is not what the problem is.  I am not disputing the bill, I have already stated that I would not have a problem paying for services I have used.  As far as final bills and any inquiries I have made during that year, yes it is possible and I am not disputing that either.  Again, if I used the service than I am willing to pay for those services; the issue that I am trying to point out is the fact that that bill has been out there since 2011 and I had service turned on in 2014.  Why was this not mentioned to me at that time?  My information was run through customer service in February of 2014 and I was told all I would have to pay is $[redacted] to have services turned on, which I did pay.  Now I am without service, cannot pay the full amount to have service reinstated and even though I was willing to pay the full amount of my current bill on 10-17-14 I was told they couldn't take it.  My problem isn't that their is a bill out there, even though it seems that the main concentration at this point is that I am disputing this; my issue is that the bill has been sitting out there the entire time I have had service in 2014 and not one representative I have spoken too has had the ability to pull this record up and notify me.  So, again, I am not disputing that bill; what I have a problem with is the fact that even though this bill has been overlooked for the last year, while I have had service, your company has not bothered to work with me on this. 
I called to make the full payment of $[redacted] to pay my current bill, I would not have had any issues if your company had offered to make arrangements on the past bill once the current bill was paid.  Your customer service rep immediately told me I would now have two bills on my credit, no apology, no explanation as to how this happened, nothing.  In the end I am the one who was screwed even though it was the fault of Cincinnati Bell, and that is what I have a problem with, not the amount of a past due bill!

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  You did not address my mother had to wait two plus weeks for your person to come and fix the phone issue, as well she called agin and now has to wait another week.You didn't address the fact she should receive credit for the time the phone has not been working.you didn't address the rude person from Cincinnati bell she talked to. I do not appreciate hearing that as it seems your people need phone etiquette training!The technician said the phone was working and didn't need to go in  her house, if it wasn't working then he would need to. Exactly what did your person due? Why did he say the phone was fixed?Why didn't you address all my concerns? instead of just saying he couldn't get inside as your answer???

No specific offer was made.  If Cincinnati Bell Inc. is offering to continue my service at the same rate/mo., I'd accept that.  I never asked for any changes.  If Cincinnati Bell Inc. wants to change my plan and charge me a different amount, they need to make a specific offer.  The last message is very unclear as to what I'm "accepting."

I have reviewed the response made by the business in reference to complaint ID [redacted], and have determined that this does not resolve my complaint.  I already returned all the equipment, power cords, and remotes to the [redacted] location on May 27, 2016 before I cancelled my service.  Most of the Cincinnati Bell's response is not applicable.Cincinnati Bell's response only named Internet service as having this policy.  What about TV service?  Cincinnati Bell, a public company, has a policy that charges for services not rendered.  This is the first time I have ever encountered a public company charging for services not rendered.  Cincinnati Bell did not even provide a reason, let alone a rational customer-focused reason, for this policy.

March 30, 2017 Dear [redacted], Cincinnati Bell is responding to the complaint that you filed with the Revdex.com regarding your bill.  After looking into the account, there are pro-rated charges on your current bill that don’t really make sense; it looks like...

the order that was placed to remove your television service somehow caused an account status change to your Internet and home phone service. This resulted in pro-rated charges on your current bill that should not be there. Your current bundle pricing for your 100mbps Internet and home phone is around $76 after taxes and fees, so I’ve placed a credit of $35.03 on your account to take your current bill to $71.36. This balance is due by April 15, 2017. I apologize for the confusion, and as I mentioned earlier, your bill should come out around $76 per month moving forward. The promotional price on your Internet is valid through February of 2018.  Cincinnati Bell is committed to providing our customers with outstanding service. for any confusion regarding your payment arrangements and the offer to waive your late fee. I have researched the notes on your account and our customer service agents were assisting you correctly.
 
When payment arrangements are made it guarantees your service will not be suspended before the agreed upon date of payment, however the arrangement does not automatically waive any late fees.
 
The representatives you worked with on 12/1 offered to waive any late fees as a courtesy but they cannot prevent the late fee from being printed on your next bill dated 12/20/2014. The late fee will be adjusted off your account once the bill is printed. This offer is noted on your account.

We've stated many times that WE DON'T USE OUR HOME PHONE DUE TO NO CALLER ID, which is why we're upset that Cincinnati bell keeps not showing up after each time being on the phone multiple times to actually schedule it. Today we found a voicemail from Cincinnati bell. ONG. The gentleman that left a voicemail, well lets just say we played it four times, and could not possibly understand him, and worse, his bad connection was so statically, that it was impossible to get the message from him, much less a phone number he tried to leave :( This entire situation scares us that, well as two coworkers told me today, TRY DEALING WITH CINCINNATI BELL ONCE YOU'RE INSTALLED WITH ANY PROBLEMS, as they're notorious for horrible customer service :( We're quite sure that if we call that number we had, if not that woman, will be that gentleman. It's horrible customer service that this has taken us do long to just try dimly to get their service, much less even get they to a human that understands and verbalizes English :(

Per our phone conversation this wireless account was written off...

in 2007 for $14.66. This amount was for late fees only.
 
I apologize for the confusion regarding this account and the collections call. We have adjusted the $14.66 off of this account. [redacted] has also been updated of the credit however it may take a couple of weeks for them to update their own records.

found that your promotions expired on 07-02-15.  Cincinnati Bell will only add a promotion for twelve (12) months. This is the industry standard.
 
I found that you have called and had promotions added back on for another 12 months. We offered $10.00 off the Elite Package, $30.00 off your Zoomtown, 2 free set top boxes, 1 free HD Box and an additional set top box for $2.00.  We also discounted the DVR service to $9.99.  The total discounts are $63.96. The Whole Home DVR was also removed along with the Internet Security and 2 movie channels. Your new promotions will expire on 07-20-16.
 
I apologize but we are not able to extend the discount on the movie channels.  I found that a credit has been applied to your account in the amount of $45.79.  I will be happy to make an additional credit of $22.14.  This is the $67.93 that you have requested.
 
I have forwarded this complaint on to the representative’s supervisor for training and development purposes.

I found the port out order from [redacted]  It was hung up in our system and did not get completed for some reason. 
 
I had to escalate this to our IT department to get the order completed and the billing stopped.
 
Please disregard the bill that you received for $104.21.  This bill is being wiped out and no additional bills will be generated.
