I am rejecting this response because:
The business is insisting that I contact them via phone, and yet has agreed to waive my cancellation fees for [redacted]  However, I am unable to reach the ###-###-#### due to the time difference between Hawaii standard time (Where I Live) and Eastern time. I don't understand why the business is making it difficult for me in my having to call them considering the time difference.  I clearly stated before that I want a refund for both trip numbers on my credit card.

I just wanted to share with you what my last 2 weeks have been like since Priceline made their final decision on February 11, 2016, about my $400 airline ticket, that they would still honored.   
 
          2- 18- 16   P/C to Priceline but, they did not get the new information after a week's time.
          2- 19- 16   P/C to Priceline got their email address, they quoted me the price of $560.20 for a                           new ticket, made an appointment to talk again on Monday, 2/22/16, 4:30 - 5:00.
          2- 20- 16   Priceline called me, told me the price for a new ticket was $650.20
          2- 21- 16   Priceline called me, told me the price for a new ticket was $659.20 
          2- 22- 16   No phone call from Priceline
 
 
I need your professional opinion if I have any other options open for a resolution from Priceline?  I am willing to pay the $200 penalty for re-booking but no more money, since tickets are cheaper now.  ( it was interesting that my email address has been blocked from Priceline when I did a price comparison to the other 7 airline ticket agencies)

I am rejecting this response because:  The business claims that the motel confirmed that they credited the "consumer's credit card".  No additional information is given.  I am therefore left to understand that "the consumer" is me.  This being the case, $76.29 was charged to my account on June 25th; this same amount was credited on July 1st.  However, I have no idea where this charge came from to begin with; I did not stay in a motel on that date and it has nothing to do with the original charge of $101.96.  The business response is not satisfactory and appears to hedge the real issue.
(If "the consumer" is the 2nd party (again the business does not clarify), the $76.29 was in fact credited to the 2nd party.  However, what occurred upon arrival at the motel is that my card was to be credited $101.96 and the second party charged $76.29.  It is my opinion that when the business became aware of this they "reversed course", crediting the 2nd party and refusing to credit my account in order that they retain the $25.00 booking fee.  If the business has poicy to this effect it was NEVER provided by the motel or by the business as a explanation.)

Once you've

rental cars issued through priceline.com:

Rental cars are
non-refundable, non-transferable and non-changeable even if the reservation
is not used.

If your
request is successful, Priceline will immediately lock in your reservation
and charge your form of payment. If your reservation is not successfully
booked, you will not be charged.

Additional
charges may apply at the counter if you pick up or drop off the car at a
different date, time, or location than you requested for your reservation.
·       
Your reservation
does not include vehicle liability, collision or personal accident coverage
for your rental car. You should determine if you have insurance coverage
prior to pick-up.

The
rental partner will charge the driver at the rental counter for optional
items you add to your reservation, including any child seats or special
requests.
·       
Only the driver
will be able to pick up the rental car at the counter and must present a
valid driver's license in his/her name. An additional driver can be added at
the counter for a fee payable directly to the rental car company.
·       
Prices
are not guaranteed until booking is completed.
·       
The
driver will be required to present a valid credit or debit card in his/her
name for the refundable security deposit.
·       
The
amount for the refundable security deposit required at the rental counter
depends upon the car type, rental period, and optional items. Pre-paid cards
or cash will not be accepted for the security deposit. If the driver provides
a credit card for the security deposit, the security deposit will be released
back onto the card once the vehicle is returned. If the driver provides a
debit card for the security deposit, proof of round trip airline travel may
be required and any funds used for the deposit cannot be accessed until after
the car is returned.

I have reviewed the response made by the business in reference to complaint ID [redacted] and find that this resolution is satisfactory to me.
I am happy to be able to cancel my reservation and get the refund. However, I do think they are deceptively advertising the guest rating as a guarantee when it's not. As my screenshot shows, when booking they make it look like it will be garaunteed though it's apparently not in the actual contract. I hope they examine this as it may confuse other customers too. I also think they need to make clearer the fact that when hotel my charge additional fees and not bury that in fine print. I will never use Priceline again.
