I am rejecting this response because:
The response appears to be a standard corporate form letter sent in reply to complaints.
In Priceline's advertising, they state, "Priceline.com gives travelers the inside track to the best deals and discounts even at the last minute. With our negotiating power and deal search technology, Priceline can help you save on airline tickets, cheap hotel rooms, car rentals, vacation packages and cruises."
I find this advertising highly misleading,
First of all, I did not find anywhere on their site to inquire about corporate discounts, military discounts, [redacted] discounts, [redacted] discounts, etc. Then, the letter states these discounts are not subject to the Best Price Guarantee. I do not recall any Best Price Guarantee stated anywhere on the advertising or hotel reservations agenda I used. Perhaps it is located somewhere in the small print which I failed to read.
But, the best part of the response was for me to contact the executive offices at 1-866-xxx-xxxx if I had any questions. Unfortunately, I was unable to dial 1-866-xxx-xxxx. Also, the local [redacted] operator was unable to dial that number for me. I was informed that the number is a United States phone number. Perhaps this number is an internal Priceline number and can only be used by Priceline employees.
In summary, I found the response unsatisfactory. Fortunately, as a retired officer, I am able to absorb any additional costs. However, there are many enlisted personnel and others less fortunate who depend on these discounts in order to afford their travel. And, there are companies, like Priceline, who lead them to believe they are getting the best rates possible when, in fact, they are not.
Therefore, I will be sending notices to the Department of Defense, [redacted] and [redacted] to remind their employees and subscribers to search rates diligently before using Priceline or similar programs in booking hotels, flights, car rentals or cruises.

Upon hotel room
check-in/out the hotel representative provided
the consumer with the lower negotiated room rate established between
priceline.com and the hotel, which is not available to the public.
Priceline.com is a
travel agent and as such, makes hotel room rates available on behalf of the
hotels. Just like every other business, we receive reduced rates because we
sell in large volume, and if you compare our rates, you will find them to be
very competitive. We strive to offer customers the best alternatives for saving
money while at the same time maintaining profitability.
I apologize if the
consumer is disappointed with the difference in rates; however, priceline will
not be able to offer a refund for the difference in rates.

hereto is a copy of the consumer’s initialed contract page agreeing to the
terms and conditions of the purchase.

I am rejecting this response because:Priceline.com was in a contract with me. I paid $39.42 for them to coordinate a car, at the agreed time and location. I paid $39.42 and did not have access to that money, when Pricline.com fell through on the contract. Priceline.com did not coordinate the rental car, they simple held my money for several days.Every single rental counter at the airport (and several of their satellite locations) was without cars to be rented. I was stranded at the airport and having to decide what meetings and appointments I was going to have to cancel the next day explaining to them that Priceline.com fell through on their contract. I, by pure luck, found a replacement rental car (that was briefly available) on my own accord, but I paid Priceline.com to do this, and they agreed by taking my money and giving me a confirmation number... but they failed to follow through. I did not put a deposit on lucking into a rental car, which I would have to find. If I wanted to just give $40 to people to hold onto for me, I would have to make that choice with careful thought... but that is not what this contract was about.I can't imagine that they would be okay walking into a restaurant, paying for a meal food, then finding out right at the time you are picking up your fork, that not only would they Not be fed, but they would have to wait a week to get their money back... and then incorporate all the appointments that were getting cancelled and rescheduled.I was incredibly inconvenienced, AND out $40 for about a week, AND
ended up having to pay more than twice that, to accomplish what
Priceline.com was paid to do, and miserably failed. I'm not okay with them simply refunding my money. That was only the first step of what is needed to rectify this situation. They need to pick up the tab on the bill for the replacement car.

rooms purchased through priceline are only smoking rooms. He indicated that he
is sensitive to cigarette smoke and it causes irritation to him medically. He is
requesting a credit to use on a future hotel reservation since the hotel could
not accommodate him in a non-smoking room.
We advise customers on the website
if they require a non-smoking room, they can select a hotel that fits their
needs by making a reservation using our Retail service since with the Name Your
Own Price portion states that all special requests, including room-types, are
based on availability and honored at the discretion of the hotel. With cannot
guarantee a non-smoking or smoking room. Below is a copy of the contract page
the customer initialed and agreed to prior to submitting their offer.

processed. A refund for $16.71 was issued on May 28, 2014. We will issue a

Their policy stands and I can live with that but as mentioned I have just booked three return flights to [redacted], 3 rooms for 7 days for Sept and will repeat this for 5 months in 2016 and will be more than happy to book with the competition. Prior to selecting the room the cancellation policy was no fee for cancellation up to the day of the stay, and included Priceline's low price, which was the same as several other competitors. There was no warning that the policy wood change or did change with the exception of the "Terms". I had no reason to think that any of the terms changes once I selected their offer. Is this not considered Bait and Switch. Below is the emaiI I got, after selection the deal.

Rental cars are
non-refundable, non-transferable and non-changeable even if the reservation
is not used.

If your
offer is accepted, we will immediately lock in your reservation and charge
your form of payment. If your offer is not accepted, you will not be charged.
·
Additional
charges may apply at the counter if you pick up or drop off the car at a
different date, time, or location than you requested for your reservation.
·
Your
offer price does not include vehicle liability, collision or personal
accident coverage for your rental car. You should determine if you have
insurance coverage prior to pick-up.
·
The
rental partner will charge the driver at the rental counter for optional
items you add to your reservation, including any child seats or special
requests.
·
Only the
driver will be able to pick up the rental car at the counter and must present
a valid driver's license in his/her name. An additional driver can be added
at the counter for a fee payable directly to the rental car company.
·
The
driver will be required to present a valid credit or debit card in his/her
name for the refundable security deposit.
·
The
amount for the refundable security deposit required at the rental counter
depends upon the car type, rental period, and optional items. Pre-paid cards
or cash will not be accepted for the security deposit. If the driver provides
a credit card for the security deposit, the security deposit will be released
back onto the card once the vehicle is returned. If the driver provides a
debit card for the security deposit, proof of round trip airline travel may
be required and any funds used for the deposit cannot be accessed until after
the car is returned.

I am rejecting this response because these remain the pat, scripted answers that I have been receiving since the situation began. I still feel that the map they used to display the area was deceptive and Priceline's referring to that area as part of the [redacted] takes advantage of those with limited knowledge of the city, which shows a lack of honesty and integrity on the part of the company. I wanted to stay in a certain area of the city because based on my research that would be a safe place for me as a solo female traveler and by advertising the deal as near the [redacted] they have forced me into a situation where I am staying in an area that is unsafe, a fact that is noted in some of the reviews on Priceline's own site.
Additionally, they still have not addressed what it is that qualifies this property as 4 star. This is the description of a 4 star property from Priceline's own website "The personalized customer service, elegant décor, and amazingly high standards of comfort at these hotels are simply unbeatable." According to customer reviews, again from Priceline's own website there is no reception or concierge, for check in you need a code to access the building and that was confusing for many people, there is no luggage service, and as there is an automated check-in system rather than one with a person multiple people reported having a staff person bang on their door at 9:00 at night and demand that they prove their identity as a guest. I can't imagine anyone who would describe this as "personalized customer service".
Finally, I have read the terms and conditions and would like to draw attention to the following clause "We or the applicable hotel may, on an exception basis and at the request of the hotel guest, waive one or more of the restrictions after the hotel room has been booked. " Therefore, despite Priceline's assertion that there is nothing they can do, it seems appropriate given the information that I have provided that they consider this one of those exceptions.

Priceline had given us the $100 "code" the last time. That code did not work when we tried to use it. If we are able to successfully use the newly issued "code" then I can satisfactorily close this complaint.

overlooked anything that might support a more favorable conclusion. The consumer
states: “I never saw this cancelation policy when making my purchase”. I am sorry that the consumer was unaware of the
cancel policy when making the reservation. Unfortunately, there is nothing I can add to what has already been
stated in our previous correspondence. I am sorry that we are unable to assist
the consumer any further in this situation.

I wanted either [redacted] Rental or Priceline.com to reimburse the money to my wife's checking account, $90 plus a few cents. She contacted her financial institution that issue her debit card and was able to get her money back. Be advise though that I will continue my efforts in promoting a negative campaing with my friends, family members and co-workers about [redacted] and priceline.com due to their business practice of ripping people off of their hard earned money. I no longer wish to do business with either of them. I think that if more consumers continue having these kind of experiences with this two businesses; your job should be to add them to your complaints list.

We wanted to take this time to contact you in regards to your hotel reservation at the [redacted] [redacted] booked under Trip Number [redacted].
We are writing to let you know that we have received your Revdex.com concern in our Executive Offices. As we understand, you said that you were not given an option to place in your offer price during the booking process and that our website confirmed your request for a higher rate. We reviewed your reservation in our system and verified that the price you named was $127.00 per night and does not factor in taxes and fees. We provide the total amount that you will be charged on your Contract Page that you reviewed prior to purchasing your reservation.
The rate that you purchased is non-changeable, non-cancelable and cannot be changed. We searched for a reservation based on the price you offered and when we found a travel partner willing to accept the offer price, we immediately charged your card to lock in the rate and secure the reservation. Our travel partner accepted the reservation on the condition that it would not be changed or cancelled.
Prior to purchase, you were asked to review your reservation, including the terms associated with cancellations or changes. When you purchased your reservation you agreed to those terms. A copy of your contract page was sent to your email address for your reference.
We do offer our Best Price Guarantee. If you find a lower rate before check-in, please call us, and if it matches all of the conditions of our Best Price Guarantee program, we will refund the difference.
