June 5, 2015Dear [redacted]:The inquiry regarding the above
referenced customer was forwarded to my office for review.We have reviewed all calls pertaining
to the account setup request by [redacted]. Based on our findings, the
customer service representatives, including supervisors who...
assisted the
customer, have advised [redacted] that there is a credit issue (i.e. outstanding
balance left by the previous tenant) on the service address. As such matter is
in light, it is important that the identity of the caller is verified. This
does not equate to making the new owner or tenant responsible for the balance.Please be informed that part of
Washington Gas’ policies in supply order is to make sure that we’re able to
verify that the outstanding balance is not owed by the caller (incoming tenant;
new customer). In order to proceed, customers are required to present two valid
IDs, one of which should have a picture on it, and the leasing agreement.Our standard procedure is to give
options on how customers would provide such documents. Facsimile transmission,
e-mail, and walk-in office presentation are available to all customers. Also,
the customer may opt to talk to their landlord or property management regarding
the matter.The calls reviewed were submitted to
quality audit. Subsequently, necessary actions have been done to make sure that
phrasing, choice of words, and/or communicating this matter to our customers
are standardized across the whole customer service department.Furthermore, attempts have been made
to contact the customer on the phone number ###-###-####.For

Our customers are very important to us and we continuously strive to provide exceptional customer service. Upon review of the activity on the account, we see that this issue was due to a faulty meter reading device attached to the meter which caused no reads to be reported and resulted in billing which had to be based upon estimated readings. To rectify this, we had a technician make the necessary repairs to ensure that you will be receiving actual readings going forward. We have credited the account and have received the payment of $132.58 for the actual gas consumption. Complaint: [redacted] I am rejecting this response because the response Washington Gas provided on April 19th, 2017 indicated a check would be mailed; however, the company has still not provided proof the check has been mailed and a tracking number per my request. I've previously been told a check was mailed on two separate occasions, yet I never received either check nor was any proof provided. I am requesting proof the check was distributed and mailed to: [redacted], Apt. *, Alexandria, VA [redacted]. As of today, April 26th, I have not received the refund check. In addition, I am still receiving conflicting information as I reached out to the Customer Service Center via the messaging feature on the Washington Gas website; to which a staff member provided discrepant information from this claim. An e-mail I received on April 22 indicated the check would only be for $52.24. After my response questioning the amount, a follow-up response was received from Washington Gas on April 24 which indicated they were unable to find the amount of $260.81. Please the date the check was distributed, provide a tracking number, verify the address as the previous reply did not include my apartment number indicated on my account and clarify the discrepant information I have received. I am rejecting this response because: Your procedures are STILL not clear. After admitting I had missed a payment or two or have even been late, how does bringing that previous balance forward to current make your billing process clear? I have been paying the current balance since that is the only thing that is clear to me and others who complain about your confusing billing process. So, you assess me late fees on your "previous forward balance"? Where does my "current balance" payment get applied to? Why are there so many lines of payment? How on earth can being late for a payment or two total upwards of $600?!?Also, It is my intent to contact you. You contacted me during the 4th of July holiday weekend. Most people and business cease business to enjoy the 4th of July holiday break, which I was on. You bet I'll be calling you directly Mr. D[redacted].

I am rejecting this response because:While I truly appreciate Washington Gas' response to my email, I reject this response in part because:1. I would very much like to review my actual bills for January 2016 through the current date. Though I can see the amounts that were paid to the gas company, I can no longer view these actual bills as they are no longer available through my bank’s e-bill feature. Please forward all bills as soon as possible to my mailing address. Once these bills are reviewed, I will be better informed.2. I would like to see a transaction summary to account for all amounts received by Washington Gas, as well as the total billing amount for each billing cycle. I would like to reconcile these transactions against the amounts showing as being paid via my bank. In addition, please provide the total due to date, minus any late fees.3. The question of dismissing any late fees was not addressed in this response. Please confirm that late fees are either inapplicable in this case, or that fees will be dismissed.4. I was never contacted by Washington Gas to request my approval in establishing an installment plan. Please confirm that it's the company's protocol to receive the customer's permission. Otherwise I will accept that this information was improperly conveyed during my call with the representative. 5. I was never contacted by Washington Gas to renegotiate budget billing for the following year (2017).6. The question of dismissing any late fees was not addressed in this response.I am happy to pay my bill, in full, and re-establish budget billing once these issues have been addressed and resolved.I truly appreciate your business and look forward to your continued service.
