March l, Focus on Energy took several steps to work with this customer to
resolve the complaintThese steps included several
emails, phone conversations
and site visits, as well as suggestions and an offer for a partial refund of
project costsThe steps outlined below were performed promptly by many
professionals with a strong commitment and record of customer satisfaction
Unfortunately, none of our efforts have resulted in satisfying this customer,
as she continues to demand a full refund for the monies she spent, including
costs that are unaffiliated with the scope of the Focus on Energy program.We understand the customer's complaint is that her a
room does not provide the comfort she expectsAfter reading and listening to
the details of her complaint, Focus on Energy contacted the companies that
completed the assessment on her home (*** *** ***) and the *** ***
(contractor) that completed the improvement work (*** *** ***)We
gathered all of the documentation for the work performed on the home including
the assessment report and invoiceWe completed a full review of documentation
and interviews of all parties within five days of receiving her first
complaint.After the documentation review, Focus on Energy sent a
*** *** to the customer's home for a QualityAssurance & Quality Control or QA/QC inspection to
review the site workThis inspection took place on Wednesday, March 8,
The inspection revealed the water heater B-vent chimney was not treated
properly during the improvement work, and we arranged for the *** *** to
return to the home to properly insulate the B-vent chimneyThe *** ***
also addressed a separate issue regarding the recently installed bath fan, as
the customer felt the bathroom fan ran too frequently and was loudThe Trade
Ally replaced the bathroom fan with a different model to reduce the frequency
of operation and noise.The *** *** completed an Inspection Report
with a finding that the work performed at the customer's home complies with the
Materials and Installation GuidelinesFocus on Energy conducted a second
assessment, now including new information from the Inspection Report,
Assessment Report, Invoice for the customer's project, as well as factoring in
the complaint (on March 9th)While once again concluding all work
had been performed to program guidelines, Focus on Energy attempted a
resolution including offering partial refund of project costs on March 10th The customer rejected the offer (March 10th) and expressed
her intentions of working through an attorneyFocus on Energy ended direct
communication with customer and has been anticipating contact from her
attorneyFocus on Energy sent the customer an email (and certified letter) on
March 15, stating after our review and our attempt to satisfy the
customer, Focus on Energy considers this matter complete.On March 21, 2017; the Public Service Commission (PSC)
notified Focus on Energy that the customer filed a complaint with the
Governor's OfficePSC staff reviewed the steps and processes followed by Focus
on Energy and reached the conclusion that Focus on Energy's responses had been
appropriateThe Public ServiceCommission staff contacted the customer (March 24, 2017) to
inform her of the outcome of the review and their support of Focus on Energy's
decision to consider the project complete.Focus on Energy has responded to this complaint in a
thoughtful and professional manner that follows policies and procedures that
have satisfied thousands of Wisconsin energy usersWe offered a partial refund
that the customer promptly rejectedIn an effort to resolve the complaint,
Focus on Energy will once again offer the prior paltial refund, under the
condition that the issue is brought to a close, if accepted by the customer by
April 30, 2017.We appreciate the opportunity to work and maintain good

The partial refund from FOE is unacceptable because, as previously stated, they did not improve the temperature or the comfort in the sunroom as they were hired to do, as they promised to do. I attached an email previously that I had sent to Brian ** (who was sent here by FOE to assess the house and prepare a report for the trade allies to follow) telling him of my concern that the hole was put in the basement wall by their [redacted] and there was no change in the sunroom. I also attached his response which said that if I completed all the recommended measures he had prescribed, I would see improvement in temp and comfort. Again, all recommended measures were completed by FOE trade allies and paid for by me and there was NO improvement in the sunroom at all. Additionally Keith ** of FOE, an expert in thermodynamics per FOE and their trade allies, said that the work prescribed by FOE and completed by their trade allies made the condition in the sunroom worse because the house is even more insulated than it was and therefore the furnace is called on less frequently so the room sits without heat longer and is therefore going to get colder. This [redacted] person at FOE and Karl ** both keep dismissing the fact that they were hired to improve the sunroom and failed. The right thing to do is to issue a full reimbursement since Karl ** feels I need to hire a HVAC company since FOE failed. Not once has FOE addressed this fact. They won't be able to continue dismissing it once this goes [redacted], and that is exactly where it is going if they continue to refuse to issue a full refund. They can then pay my legal expenses too as well as theirs. FOE should be ashamed of how they took advantage of me. FOE is now on the radar of many consumer agencies. One such agency told me yesterday that they would never do business with FOE, and NOT because they made a promise to fix the sunroom problem and failed, but because they failed and refused to issue a full refund. She said that a reputable company cares about it's reputation and does the right thing when there is a problem. FOE continues to state that they save people money and energy-well FOE ripped me off. They took my money and didn't fix my problem. Shame on FOE. Do the right thing. Issue a full refund asap.

After reading the letter, it appears the complainant ([redacted]) was unable to access the full response provided by Focus on Energy to initial complaint, which is disappointing. It is my understanding the complainant did complete the necessary income qualified application and has qualified for the higher incentive. Focus on Energy is in the process of paying the higher incentive, minus the incentive the complainant already received (please see email below). The complainant should receive the larger incentive by check, within the next six to eight weeks and has been contacted by Focus on Energy. I believe the complaint has been resolved and Mr. Weber is satisfied. Please let me know if you need anything else from Focus on Energy to close out this complaint.Thank you, [redacted]

Business states that there are numerous signs throughout the property alerting individuals of possible tow. The actual property is shared with an office complex and a hotel which have closed circuit security monitoring. The business only towed the vehicle after it was notified by said company....
Unfortunately, it is not possible to track down all individuals to warn them that their vehicle is about to get towed. Business was just following proper procedure and stands by their business practices.
This company commits fraud on a daily basis. There is a civil suit pending against this company. I would suggest avoiding this company at all cost.

Review: This Company absolutely practices Predatory Towing practices which are against the law. They have a "spotter" in a private parking lot wearing a SECURITY shirt. Once you park your car and go about your plans, the fake SECURITY guy calls the towing company that he works for and the scam is under way.
By law they have to wait 1 hour before legally towing your car from a private parking lot. They also must be given written authorization from the owner of the business/parking lot. They don't do either.
By law they are supposed to give you an itemized statement of their exorbitant charges... They didn't. They didn't give me any paperwork at all.
Their towing yard at 500 Richardson Blvd is and abandon warehouse- the office has one small table with a fax machine and a credit card machine and that's it! Dust and junk throughout the rest of the space. No lighting on the exterior of the building or in the lot where they store your car. Absolutely horrendous conditions... you could film a horror movie in this place!
The employees all looked and acted like drug addicts- I was verbally harassed as well as my 18 year old daughter by these people- I doubt any of them have the proper background checks needed to be tow truck drivers/employees.
I had an absolute horrific experience with these crooks and I ma taking them to court.Desired Settlement: More than a refund I want them to stop their unlawful predatory towing practices
Nobody there to greet me. Large dog off-leash when you walk in. They tack on unnecessary fees to jack up the price of an already expensive problem. Scam artists. Rude on-phone and in-person experience.
Review: My vehicle was towed by this company from a location 10 miles away from their shop. They had my vehicle for two hours at the most and charged me $385.00. When I went to pick up my vehicle I politely asked for some kind of consideration, a price break or a student discount and they would not budge. Either way, I picked up my vehicle. I later placed a call to this company asking for prices to have 'a vehicle' towed to their location and to leave it overnight until I got it to my mechanic the next day....I WAS TOLD IT WOULD BE $100.00!! Towing and overnight storage. I do not see why I was charged $385.00 dollars! That is outrageous and that company is without a doubt taking advantage of people. I am willing to pay them the $100.00 and I refuse to pay $385.00.

I went ahead and disputed the charge through my bank, if that towing company should by chance collect the original $385.00, I want to be refunded $285.00 as I am willing only to pay the $100.00 quoted.
Review: This company towed my car off a private lot w/o proper authorization and in clear violation of the Ca Vehicle Code. They refuse to speak w/ me.
Ca Vehicle Codes 22658 and 22953 clearly state that proper authorization must be given to tow a car off private property and the car cannot be towed within an hour of being parked. Affordable Towing did not obtain authorization from the owner(s) or any of the employees of the property from where the car was towed from. Also, my car was there under an hour. When calling [redacted], the main waitress and the GM stated that [redacted] had not authorized the tow and they do not request tows ever. Both Sara (the owner's wife) and Dave have refused to give me any information regarding the tow.
This company is entirely unprofessional. They closed early and charged me extra because they were not there to release my car. This also meant I was not able to have access to my car that day. When I called them for information, they refused and also called me names. They said I could come in for paperwork (since they said they could not email or mail it to me), but then refused once I came stating that they were not open to me.
I have sent a letter to the owner, Donald Khan (owner can be found by downloading an Excel document found at http://www.cityofsacramento.org/finance/revenue/RevenueServicesForms.cfm about halfway down under Business Operations Tax (BOT) tiled City Businesses- A list of businesses in the city...), informing him of the illegal tow done by his company and asking to work things out but have not received a response. I was forced to pay for the illegal/unauthorized/not requested tow of my car along with the storage fee on 9/5/13 by credit card.Desired Settlement: Refund of money paid.
Review: On 01/26/16 I left my Car in the [redacted] parking lot [redacted] and went for a walk in old Sacramento at 10:10am. I was gone for less than an hour and my car was towed. When I arrived to the tow yard the guy behind the glass told me that security called it in at 10:22. I found it outrageous that a security guard would do that 12 minutes after I left because he or she is required to let me know that I cant park there. I know this because I my self work armed security. Also it would mean the security guard was watching me leave the car and did not say anything. So I called [redacted] restaurant to get the name of the security company that works for the parking lot. The lady on the phone stated that they have no security there. I then went on [redacted] to check the reviews of the towing company and noticed that there are several people who state the the towing company is using the [redacted] parking lot as a scam.Desired Settlement: My complaint isn't that they towed my vehicle but how dishonestly they conduct their business and that they lied to me. I have reason to believe that they have someone hiding out near by ready to tow the vehicles. I just want this complaint to be kept on record.
