The application you submitted was incorrectly filled out.? The Heil Furnace you purchased and had installed by [redacted] ***? is powered by propaneOn your application the information was incorrectly noted in the Natural Gas furnace lineYou do not use Natural Gas to power your furnace, therefore you are ineligible for Natural Gas based incentives.? ? The only incentives Focus on Energy’s Home Performance program offers for a propane customer is a furnace which has a 90% or greater efficiency rating, is a multi-stage furnace and has an ECM, an abbreviation for electronically commutated motorThe Heil furnace you purchased and installed met those three criteriaTherefore, you received an incentive of $for the propane furnace.? ? There are no other incentives for propane customersThe Smart Thermostat incentive does not apply to a propane furnace nor does an Air Conditioner? The reason why no other incentives are available is because Focus on Energy is funded by the participating Wisconsin utilitiesYou purchase propane from a local distributor and not a utility.? Focus on Energy offers an incentive for propane fueled furnaces because there are some electric savings for the ECM, electronically commutated motor, which are reflected in savings in your energy consumption from your electric utility? ? The partial refund from FOE is unacceptable because, as previously stated, they did not improve the temperature or the comfort in the sunroom as they were hired to do, as they promised to doI attached an email previously that I had sent to Brian [redacted] (who was sent here by FOE to assess the house and prepare a report for the trade allies to follow) telling him of my concern that the hole was put in the basement wall by their [redacted] and there was no change in the sunroomI also attached his response which said that if I completed all the recommended measures he had prescribed, I would see improvement in temp and comfortAgain, all recommended measures were completed by FOE trade allies and paid for by me and there was NO improvement in the sunroom at allAdditionally Keith [redacted] of FOE, an expert in thermodynamics per FOE and their trade allies, said that the work prescribed by FOE and completed by their trade allies made the condition in the sunroom worse because the house is even more insulated than it was and therefore the furnace is called on less frequently so the room sits without heat longer and is therefore going to get colderThis [redacted] person at FOE and Karl [redacted] both keep dismissing the fact that they were hired to improve the sunroom and failedThe right thing to do is to issue a full reimbursement since Karl [redacted] feels I need to hire a HVAC company since FOE failedNot once has FOE addressed this factThey won't be able to continue dismissing it once this goes [redacted] ***, and that is exactly where it is going if they continue to refuse to issue a full refundThey can then pay my legal expenses too as well as theirsFOE should be ashamed of how they took advantage of meFOE is now on the radar of many consumer agenciesOne such agency told me yesterday that they would never do business with FOE, and NOT because they made a promise to fix the sunroom problem and failed, but because they failed and refused to issue a full refundShe said that a reputable company cares about it's reputation and does the right thing when there is a problemFOE continues to state that they save people money and energy-well FOE ripped me offThey took my money and didn't fix my problemShame on FOEDo the right thingIssue a full refund asap

Thank you for contacting Focus on Energy regarding the complaint (ID [redacted] ) submitted on July 22, 2016; by [redacted] ***We have reviewed the Customer’s Statement of the Problem and have provided the following responseCB&I and Focus on Energy respectfully disagree with the assertion that Focus on Energy “intentionally lures customers into purchasing more expensive, higher efficiency systems.” Focus on Energy’s mission is to empower the people and businesses of Wisconsin to make smart energy decisions with enduring economic benefitsOur intention is not to confuse or complicate a process, but rather to assist customers when making energy efficiency and renewable energy improvementsMrWeber is correct in highlighting the steps “How do I get incentives for my new equipment,” which include: (1) There are two incentive tiers: standard tier and tier for income-eligible customersSee if you qualify for tier incentives(2) Purchase equipment from the pre-qualified equipment listEquipment lists can be found in the support documents section belowFind a Trade Ally to install qualifying equipment(3) Apply online or submit your Heating and Cooling Incentive Application and required supporting documentation within days of installation(4) Allow to weeks to receive your incentive check in the mailMrWeber did not fully complete Step - “See if you qualify for Tier incentives.” The first action is to look at the chart (State Median Income (SMI) Chart)The chart shows two different ways to qualify for an increased incentive: annual income below 80% state median income or past three-months of income is below 80% state median income, both depend on household sizeTo complete this step, a customer is required to download and complete a tier “income eligibility application” (right above the chart) ?" Focus on Energy requires a customer to pre-qualify for a tier incentive (prior to starting a project)The customer must submit a tier income eligibility application with the supporting income documentationOnce the review is complete and the determination is made that customer meets the qualification, Focus on Energy sends the customer a letter he or she can use to demonstrate their qualification for a tier incentiveSimply by showing the letter to a Focus on Energy to a Trade Ally (contractor), the customer lets the Trade Ally know the customer is qualified for the higher incentive (tier 2)The approval letter does not contain financial information about the homeowner, so there should be no privacy concerns with sharing the letter with a Trade AllyWithout the tier qualification letter, the Trade Ally would assume MrWeber was applying for tier incentive and complete the paperwork (which was done in this instance)It appears there was some confusion regarding the “tier income qualification application” and an “incentive application.” The incentive application can be completed by the homeowner or Trade AllyMany Trade Allies complete the incentive application as a service to their customer, gathering information such as model and serial numbers from the installed equipment and submitting the incentive application to Focus on Energy on the customer’s behalfThe incentive application provides Focus on Energy with the project detail allowing Focus on Energy to measure and claim energy savingsFocus on Energy maintains detailed notes of customer contactBelow are the notes regarding contact with MrWeber: (6/22/16) MrWeber contacted the Focus on Energy Call Center and asked why his incentive check was $less than he was expectingHe was told by our Call Center staff member he signed the application for Tier He was not happy and wanted this elevated to a supervisor(6/24/16) The Call Center Supervisor, Anna, contacted MrWeberAnna reiterated he had signed the (Incentive) application noting he was applying for Tier He asked to have his phone call elevated to someone higher(6/27/16) Anna briefed both [redacted] (Senior Program Manager) and Karl (Trade Ally Manager) regarding her contact with MrWeberThe outcome was to follow Focus on Energy policy and deny MrWeber a Tier incentive, because MrWeber has not submitted an income eligibility application(6/27/16) [redacted] called MrWeber and provided an opportunity for MrWeber to explain the situation from his point-of-viewMrWeber mentioned ‘contract fraud” and stated that Four Seasons (Trade Ally) amended the application to include an A/C unit, which entitled him to a larger incentive, without his permissionMrWeber wanted to know how he could get a Tier incentive [redacted] explained the Tier application has to be submitted prior to or at the time of the purchase and installation of equipmentMrWeber wanted to know who he needed to talk to so the procedure could be pushed asideMrWeber also mentioned he had been ill and needed the money to pay for the more expensive furnace he choseMrWeber mentioned suing Four Seasons in small claims court [redacted] read the disclaimer on the application, above MrWeber’s signature and MrWeber admitted he did not read it, he “just signed it.” MrWeber called back (same day ?" 6/27/16) after speaking with Four SeasonsMrWeber told [redacted] he had been cheated out of his Tier incentive because he fell through the cracks and “this could be a class action lawsuit.” MrWeber wondered how many other people had the same experienceMrWeber talked about low customer satisfaction and said he is “not an ignorant person.” MrWeber asked about the PSC and asked who else he could talk to within the programResult of Phone Conversations: MrWeber said he would apply for Tier (complete the income eligibility application) so he could confirm he is entitled to the larger incentiveMrWeber asked [redacted] if he would qualify and [redacted] said MrWeber would have to submit an application with the supporting documents and go through the processMrWeber said he was not sure he would qualify because of large assetsRevdex.com Complaint ?" After reading the letter, it appears the complainant ( [redacted] ***) was unable to access the full response provided by Focus on Energy to initial complaint, which is disappointing It is my understanding the complainant did complete the necessary income qualified application and has qualified for the higher incentive Focus on Energy is in the process of paying the higher incentive, minus the incentive the complainant already received (please see email below) The complainant should receive the larger incentive by check, within the next six to eight weeks and has been contacted by Focus on Energy I believe the complaint has been resolved and MrWeber is satisfied Please let me know if you need anything else from Focus on Energy to close out this complaint.Thank you, [redacted] Focus on Energy – Residential Portfolio ManagerEnvironmental & Infrastructure GroupTel: +7024Cell: +9557Fax: [email protected]

These people show up at the accident sight and hand you their carI highly recommend you don't use themThey are called chasersThey hold your car and rack up ridiculous charges, sometimes they don't answer their phonesBeware!

I provided Ottawa HVAC a list of equipment that I had received with a quote from another dealer and advised that if the price was competitive we could set up a visit to my home to establish a firm price Not only was the price appealing, but I found the dealer, ***, to honest, very knowledgeable and very patient in the way he answered all of my stupid questions He advised that he had changed the flow through humidifier in my list to a whole house power humidifier because he was concerned that with a very high efficiency furnace the flow of air probably would be insufficient to provide adequate humidity I would have been none the wiser if he had left the list unchanged but he could have been a couple of hundred bucks richer
*** and *** showed up on time and laid down carpets to protect the floors Very friendly guys, the quality of their work was excellent and they were a pleasure to deal with The system has been working and heating for about a week and a half now

March l, Focus on Energy took several steps to work with this customer to
resolve the complaintThese steps included several
emails, phone conversations
and site visits, as well as suggestions and an offer for a partial refund of
project costsThe steps outlined below were performed promptly by many
professionals with a strong commitment and record of customer satisfaction
Unfortunately, none of our efforts have resulted in satisfying this customer,
as she continues to demand a full refund for the monies she spent, including
costs that are unaffiliated with the scope of the Focus on Energy program.We understand the customer's complaint is that her a
room does not provide the comfort she expectsAfter reading and listening to
the details of her complaint, Focus on Energy contacted the companies that
completed the assessment on her home (*** *** ***) and the *** ***
(contractor) that completed the improvement work (*** *** ***)We
gathered all of the documentation for the work performed on the home including
the assessment report and invoiceWe completed a full review of documentation
and interviews of all parties within five days of receiving her first
complaint.After the documentation review, Focus on Energy sent a
*** *** to the customer's home for a QualityAssurance & Quality Control or QA/QC inspection to
review the site workThis inspection took place on Wednesday, March 8,
The inspection revealed the water heater B-vent chimney was not treated
properly during the improvement work, and we arranged for the *** *** to
return to the home to properly insulate the B-vent chimneyThe *** ***
also addressed a separate issue regarding the recently installed bath fan, as
the customer felt the bathroom fan ran too frequently and was loudThe Trade
Ally replaced the bathroom fan with a different model to reduce the frequency
of operation and noise.The *** *** completed an Inspection Report
with a finding that the work performed at the customer's home complies with the
Materials and Installation GuidelinesFocus on Energy conducted a second
assessment, now including new information from the Inspection Report,
Assessment Report, Invoice for the customer's project, as well as factoring in
the complaint (on March 9th)While once again concluding all work
had been performed to program guidelines, Focus on Energy attempted a
resolution including offering partial refund of project costs on March 10th The customer rejected the offer (March 10th) and expressed
her intentions of working through an attorneyFocus on Energy ended direct
communication with customer and has been anticipating contact from her
attorneyFocus on Energy sent the customer an email (and certified letter) on
March 15, stating after our review and our attempt to satisfy the
customer, Focus on Energy considers this matter complete.On March 21, 2017; the Public Service Commission (PSC)
notified Focus on Energy that the customer filed a complaint with the
Governor's OfficePSC staff reviewed the steps and processes followed by Focus
on Energy and reached the conclusion that Focus on Energy's responses had been
appropriateThe Public ServiceCommission staff contacted the customer (March 24, 2017) to
inform her of the outcome of the review and their support of Focus on Energy's
decision to consider the project complete.Focus on Energy has responded to this complaint in a
thoughtful and professional manner that follows policies and procedures that
have satisfied thousands of Wisconsin energy usersWe offered a partial refund
that the customer promptly rejectedIn an effort to resolve the complaint,
Focus on Energy will once again offer the prior paltial refund, under the
condition that the issue is brought to a close, if accepted by the customer by
