On August 30th, I made an appointment with Villa Vincent Apartment Homes to see a model room. Assistant Business Manager, *** showed some some rooms and then I decided to apply for one of their studio rooms.
I was told to use their iPad to apply for it. In order to apply, it was required to check the check box for agreeing the payment of both application fee AND security deposit of 250 dollars. Otherwise, the system did not let me proceed to the next screen. I asked ***, she said the security deposit would be refunded if I don't take the apartment.
Later on, I received an email from *** stating, 'I just wanted to let you know that your application was approved with conditions, which means we would require you to leave a deposit equal to one month's rent'. Of course, I told her I did not want the apartment because I was told the security deposit was 250 $, but now a month's rent.
I requested for a refund for the 250 $. However *** stated in her email 'Unfortunately, the $250 is only refundable within 24 hours of applying for the unit. I can go ahead and move forward with the cancellation, but you would then forfeit the $250 holding deposit.'
*** did not tell me about this 24 hours policy before I made payment. In addition to that, now due to the increase of the amount of security deposit, I could not afford it so had to cancel. They should refund me the security deposit because I followed their rule and if the security deposit stays the same I would have taken it. I did not even know that amount of security deposit could change. If she had explained that to me, I would't have applied for it.
I am requesting a refund for the 250 dollars that I lost. I did not receive any service from them by spending the money. They not only increased the security deposit causing me not being able to afford the apartment, but also did not return me the 250 dollars that I paid.

Refund Please refund me 250 deposit. Normally security deposits are for them to hold the apartment. This time they raised my security deposit and assumed that I would still take the offer and held the apartment, although I do not know if they held it or now. They did not even let me know, there might be some changes with security deposit amount before I paid it. I called the office and asked *** to connect me to her manager. Her manager told me that was their policy and he hung up the phone.
The consumer's $250 holding deposit was returned to them. It was mailed to the address they provided on their application. This matter had already been resolved months ago.
