Valley Terrace Apartments

I applied for an apartment and was told I could get my deposit refunded but not the app fee or rent. The next day I went in and they refuse to refund my deposit because they said I was approved. Thats imossible because I only bring home 1300 a month n they said I would have to bring home over 1600 to qualify. Im trying to get this resolved. They had my deposot 1 day before I requested a refund and immediately afterward they said I was approved and they wont refund the deposit. Can yall help please?
