Upstate Refrigeration & Air

William H with Upstate Refrigeration and Air provided a price to install HVAC system in my house. He wrote a contract and asked for half down. I gave him $2,800 cash and he wrote it in an invoice as cash paid. He then disappeared and never came back. After several attempts, we finally contacted him and he decided to refund the money, but he did not and then said he would not give the money back when we informed him that what he was doing was a breach if trust, he changed his mind and decided to do the work. After changing the start date, he decided to bring close to $60 to $70 worth of material in an attempt to prove he intended to do the work. Again he disappeared and when we confronted him, he gave me a written agreement to pay the money back again he reneged on the deal and has been giving me the run around. He has taken 2800 and is not willing to either give the money back or do the work.
