On 4/15/20 my *** year old daughter took her chinchilla to get his teeth trimmed as we have done this for years at this clinic. Prior to this now and then they would ask if he we wanted to schedule a checkup appointment. As this little guy is old and we have decided that we are not interested in doing so. We have declined the last 2 occasions that we were asked. When we scheduled this last appointment over the phone for 4/15/20 I was not asked about a checkup and the tooth clipping was the only thing scheduled and discussed over the phone with Mckenzie, which I asked her if the charge is still ***. She said yes as my daughter pays cash.
During the Covid my daughter was not allowed to go inside the clinic as she had to wait in her car. She had an appointment scheduled @ 2:30 She called me @ work 3:05 stating she was still waiting in her car. I advised her I can call them she said no she would wait a bit longer. Finally @3:10 they came to her car to get the chinchilla. Nothing said at all. She paid *** cash and left.
On 5/4/20 we received a bill for *** stating they did a medical exam. Nothing else listed. Results? What did they do? Etc. I contacted them and talked to Lynnea on 5/15 she stated by law they had to do the exam. I asked her with out our approval? How did she know if we had the money to pay for that? I explained to her that's how they do business? Doing exams procedures on animals without telling the customers and then send them bill? How do I even know they did an exam and what did they do? What was the outcome? The chinchilla is 14 years old. We don't feel it's necessary to do an exam as he has been well taken care of especially if he's 14 years old. She was *** and could care less. She said it was the law. Thats all she could say. Today I received another bill stating we owe.
Billing Adjustment Since they did an exam without notifying us or even telling us the results I don't think we should pay the ***. Not one word was mentioned at all about the procedure or even asking us or my daughter at the date of service. Nor did they give us the results.
The state of *** and the *** Board of Veterinary Examiners requires veterinarians to establish and maintain a Veterinary-Patient-Client Relationship (VPCR) in order to diagnose, prescribe, and treat animals. Statute defines a VPCR as the following:
(1) The veterinarian has assumed the responsibility for making medical judgments regarding the health of the animal or animals and the need for medical treatment, and the client, owner or other caretaker has agreed to follow the instruction of the veterinarian;
(2) there is sufficient knowledge of the animal or animals by the veterinarian to initiate at least a general or preliminary diagnosis of the medical condition of the animal or animals. This means that the veterinarian has recently seen or is personally acquainted with the keeping and care of the animal or animals by virtue of an examination of the animal or animals, or by medically appropriate and timely visits to the premises where the animal or animals are kept, or both; and
(3) the practicing veterinarian is readily available for follow-up in case of adverse reactions or failure of the regimen of therapy.
To ensure compliance with this statute, our practice policy is that each patient must have at least an annual physical exam to maintain a current VPCR. In order to continue providing dental care for Buddy, we were required to maintain a valid VPCR. This policy was relayed a few times and is documented three times in Buddy's record. While we tried to be understanding of personal finances, the communication to the client in January was that we would require an exam at his next visit since he had not had one since 2017.
We provided a copy of Buddy's medical records, including the physical exam findings as noted by Dr. *** on April 15th. The outstanding bill, minus the interest, was paid in full on June 9th, 2020 by the client. Moving forward both parties have agreed that services for Buddy will no longer be preformed at University Veterinary Care Center.
