Top of the Line Contractors

Review: I contacted [redacted], owner of Top of the Line, to assess a persistent leak we had been experiencing at our beach home in South Bethany, DE> He examined the roof and indicated that the problem was likely due to the line of the roof, which was concave where it transitioned from the upper roof to the lower one. He indicated that he could add something to address the issue, and use different shingles. He quoted a price and I agreed. Because this is a second home, we were leaving town the next day but he indicated that he would come back to do the work. He later called me demanding payment. Unfortunately trusting, I sent him a check for the agreed upon amount. When we returned to our beach home and inspected the roof, it was obvious that he never did the work. Not only did the leak persist, but the roof is exactly as it was. He did not address the concave issue or add new/differnt shingles. I have had multiple calls with him to try to address the issue. He claimed he did the work and had pictures he would send. Weeks later, I still have no pictures (which is no suprise since it was quite clear the work had not been done). He is a fast talker and very difficult to engae with. He claims to have no records of the billing (troubling for many reasons, including the question of how he reports income for tax purposes with no records).Desired Settlement: I would like, at a minimum, a refund of the entire payment. Ideally, I would be compensated for my time and for the damage and additional work that has resulted from the roof continuing to leak all winter because he never performed the services he promised and that I had paid for.
