Called and spoke with Tim (owner) he stated that he doesn't know why the consumer would complain about his services.  He stated that he received a signed letter from consumer with appreciation for the job he did and there should only be a small amount of work left to be done.  He stated...

that he told the consumer that the remaining work (weather permitting) might have to be done next Spring.  He even left his equipment at her house which is worth over $1500.00, which should have let her know that I was coming back to complete job. He stated that he would go to consumer's house tomorrow to complete.
