The Seattle Times: 1000 Denny Way Seattle, WA (510395)

I was at a local farmer's market in Mukilteo Washington, Wednesday 9/2/15. There was an independent promoter for The Seattle Times Newspaper, signing people up, to receive ten Sunday Only newspapers for one dollar. I signed up for the deal. Tomorrow Sunday ( Sept.20th ) will be the third paper I should receive. Today, Saturday ( 9-19-15 ) I opened a bill from The Seattle Times, stating that I owe $11.00 due UPON RECEIPT, for the billing period of 09/06/15 - 01/23/16*. I will cancel the remaining issues of this paper on Monday, but I do not know if I will have to pay for the papers that I have already received? In any case, I regard this as a complete BAIT and SWITCH, and feel ' let down ' at the moment.
* NOTE : If I were to receive The Seattle Times from 9/6/15 to 1/23/16, I would be receiving ten additional newspapers, as the cut off date for the first ten papers should have been 9/6/15 to 11/8/15. Instead they are trying to make me take the paper an additional ten weeks, billing me in advance for it. This was not how the promotion was explained to me.
