Sypherd Heating & Air

Business Mr. Scott S installed an energy efficient boiler in my house, on ***, Philadelphia PA ***, in November 2018.
He was paid promptly and in full for his job, for which he charged $7,800.00.
Mr. Sypherd made the claim, which ended out to be fraudulent, that he was a licensed contractor and that he would be able to provide me with the paperwork needed to apply for a rebate with the *** company's *** Rebate Program, including his invoice.
Mr. Sypherd has so far failed to provide me with his invoice and all other paperwork concerning the description and specifications of the equipment he installed in my house.
This has made it impossible, among other things, to successfully apply for the rebate he promised I would able to obtain, as *** cannot process my application without Mr. Shepherd's invoice and supporting information.
In spite of his initial verbal promises, for more than a year Mr. Sypherd has consistently refused to respond to phone calls and messages, text messages, written requests, etc., ignoring his obligations and my pleas for cooperation and compliance.
