Review: I'm filing a complaint against Dominic C[redacted] of Steel City Developers and [redacted].

Dominic offered professional computer repair services. On July 30, 2015, I needed my laptop repaired. Dominic looked at my laptop, and recommended that I needed a new one. He offered to purchase a refurbished one on my behalf and said it would be available within the week. I sent him $200 via paypal.

Over the course of several weeks, Dominic claimed that several computers he received did not work. On August 20, we agreed that he would refund me the full $200 instead of giving me the laptop as discussed.

Dominic has refunded me $100 of the $200 via paypal. Over the course of the past few weeks, Dominic has given me several excuses as to why he hasn't refunded the remaining $100 -- that paypal froze his accounts, he had servers go down, a client hadn't paid him yet.

I researched Dominic's name and found that several other people have had the same experience with Dominic: unfulfilled refunds for services or products he never rendered, and the excessive delay of refunds:
