To whom it may concern: In response to the complaint issued by [redacted] on 11/7/2016 about property [redacted] South Jersey Water Test, LLC (SJWT) issues the following response: On 10/12/2016, [redacted] contacted our office to have a water test for the...

Private Well Testing Act (NJAC 7:9E) set of parameters collected at a property he was involved with at [redacted] was requesting this test to be completed in a rush turnaround as he was scheduled to make a court appearance for failing to do the required water test per the PWTA requirements. The Private Well Testing Act (PWTA) requires the full set of parameters listed below be collected on the raw untreated water: -    Microbiological Parameters - Total Coliform Bacteria/E. coli -    Organic Compounds - Volatile Organic Compounds (VOCs) by USEPA method 524.2 - GC/MS -    Inorganic Compounds and Secondary Contaminants – nitrates, lead, mercury, iron, manganese -    Radiological Contaminants – Gross Alpha -    Physical Characteristics – pH SJWT also makes it a practice to collect a treated sample for pH, Iron, and Manganese dependent on the water treatment system present. [redacted] stated that we told him we are not trained professionals however all of our technicians are certified for collection of the PWTA by the NJDEP Office of Quality Assurance. In this case on 10/14/2016 our certified field technician (Justin) DID collect both: a properly flushed raw water sample and a properly flushed pH, Iron, and Manganese on the treated water of [redacted] after his water softening system. The Raw water at this property did not meet the standards for: Nitrates, pH, and Gross Alpha Our technician did collect a treated pH, Iron, and Manganese as promised and the pH of the treated water did not meet the standards. [redacted] is under the impression that because this Water Treatment system was unplugged (no electric service to the unit) this is the reason that his water did not meet the standards set forth by the NJDEP and US EPA. With this unit being unplugged it precludes the system from doing a proper backwashing protocol and simply plugging the system for the duration of our testing would have no bearing on the treated water results. The fact is that this property only contains a water softening unit which should be filled with a cation exchange resin and would assist in the removal of items with a positive charge (Iron, Manganese, and Gross Alpha). In order to remove nitrates you need a specialized nitrate removal system and to fix pH the property needs a pH neutralizer neither of which was present at [redacted] is stating also that our technician collected 2 raw water samples however this is untrue as our technician collected his raw (untreated) water sample from an outside spigot (untreated water source) and his treated water sample from the Kitchen Tap. [redacted] was not even present for the testing, he had someone else ([redacted]) meet us at the property and she did not even watch our technician while he was obtaining his samples she remained outside. We have spoken to the technician and he did obtain both a raw (untreated) and treated water sample from this property. When [redacted] contacted our office to discuss the matter he was very degrading to both the office staff and myself. He did not wish to listen or comprehend that we did exactly what we said we would do. We tried to explain that the system that is present would remove the Gross Alpha. We also tried to explain that he would have to pay for the treated water testing of that parameter, as Gross Alpha is not one of our complementary parameters. We also explained that in order to obtain a passing set of results he would have to install a pH neutralizer and a nitrate removal system and also obtain a new treated water sample for pH, Nitrates, and Gross Alpha. We attempted to resolve this issue, however when [redacted] decided that our work had no value to him and he continued to denigrate our services; I explained perhaps we were not the Laboratory for him as we are a professional service and need to be treated as such. In short South Jersey Water Test, LLC (SJWT) is a NJDEP certified water testing company. SJWT is not in the business of providing water treatment services. Through our NJDEP certified analytical services, SJWT discovered that this property has high Nitrates, low pH, and high Gross Alpha in the raw water (none of which [redacted] knew before). SWJT did everything that we promised and even went beyond what was required by law by collecting a complimentary pH, Iron, and Manganese from his treated water. Attached is a copy of the final test report for this property and the Terms and Conditions that were signed by [redacted] representative) for your review. Mark R[redacted] Laboratory Director South Jersey Water Test, LLC.
