Feather's response was "you can't contest a bill".  I recieved the same response when I contacted South Feather.  Please have [redacted] respond to this complaint, he is familiar with the matter.  Also should you respond to this complaint please include the name of the person responding.  Should you have any questions you have my contact info attached to this complaint.

Thank you for responding, I would like to address several issues:1.  The water bill in question was contested despite what the response says.  In fact when I contacted South Feather I was told "you can't contest a bill".  2.  Mr [redacted] is attempting to confuse the issue by including the residential meter in the complaint where he referenced 6 years of service.-The residential service is outstanding.  It has NOTHING to do with the complaint.  -The issue is the AGRICULTURAL meter dating back to Mid 2013 for which South Feather billed for $1.50 worth of water.  The meter was never utilized.  I trust Mr. [redacted] can grasp that this is a "logical argument" on why the bill was contested. The fees and fines on this meter for the $1.50 bill have exceeded $1000.3.  In the response Mr [redacted] attributed a quote to me.  Here is a cut and paste, "His last request to me stated that in an effort save his mother’s pride he would like the amount sent to collections refunded."  I never said that.  That is an absolute lie.  A review of phone conversations that South Feather records should shed some light on that.      Bottom line, South Feather billed for a water meter that was never utilized.  Thank you [redacted] for your creative writing referenced in section 3.  It is a terrific example of your lack of integrity.

He was not familiar with the facts of this account which I took the time to explain to him. Mrs. [redacted] has been paying on this account for approximately six years before it was discontinued for non-payment (in accordance with Part A – Section 11 of our Rules and Regulations). After another year and several notices were sent to Mrs. [redacted] the past due amount was sent to collections by adding the delinquent amount to property taxes (in accordance with Part A-Section 12 of our Rules and Regulations). Six months after the balance was sent to collections is the first time South Feather Water and Power (a public water agency governed by an elected board) has received any communication or dispute over this account. This agency considers the matter closed and the balance on the account is zero. Mr. [redacted] has been made aware of our dispute resolution process which he has refused to follow. Mr. [redacted] has also refused to provide any logical argument as to why the refund should be granted. His last request to me stated that in an effort save his mother’s pride he would like the amount sent to collections refunded.[redacted]

Review: We purchased a home and the old water bill was not paid. we had to pay old bill and they have to install a back-flow device. I have a contractor working on the home that can install a back flow device. South Feather will not allow me to pick my contractor to install a back flow device. I am told the part is less than $50.00 and they are going to charge $420.00This is a monopoly and should not be allowed.Desired Settlement: I would like to see the cost of the device they are installing, the cost they are charging to install the item. I then would suggest that 3 estimates are gotten from local contractors and then be able to pick who installs the device.

Response:

The Agency installs [redacted] ¾” 975XL2 backflow devices exclusively on its residential services. Using the same device on all services eliminates the need for a large inventory of parts. The materials-only cost to install such a device is $470.93, broken down as follows: backflow device, $234.88; brass fittings and copper tubing, $95.30; and utility box and redwood foundation frame, $140.75. Not only does the Agency not charge any amount for labor or equipment to install the device, it also provides the required-after-installation certified tester’s services at no charge.

Review: I would like to request a review of a water bill. SFWPA has billed for a water meter that is not in use.Desired Settlement: I would like all charges removed for an agricultural meter that is not in use.
