SOS Locksmith

Waited 45 minutes for the locksmith. Quoted us a price that was outragous but we were desperate being out of state. I even ask him to please be honest we were out of state, broke, and desperate to get a car key made so we could go home. (my purse, money, credit cards etc was stolen) It took him 4 hours, called his boss out twice. But when he was done he accused us of shorten him of $15.00 dollars. I had left but gave my husband the amount of money he quoted us. But at the end he said we owed $15.00 dollars service fee, when we asked for a receipt he said NO we don't give receipts. That's my main complaint, we can not claim the bill on our insurance claim and the website said a 90 day guarentee, how without a receipt?
