CCI’s scheduled completion dates based on the changes noted throughout the project still have not been met. Today is September 29th, and we have not gained occupancy for any floors of the building. The Mezzanine still needs to be cleaned and the punch list finished before we can start stacking books in the Library. Scaffolding still restricts entrance in one of the stairways. We are hoping employees can start stacking books next week. CCI’s completion date states 8/10/16. CCI received partial occupancy from the state in mid-August. The college moved their books to the mezzanine level the weekend of Aug 12th as requested. CCI’s scheduled completion date for the 2nd floor based on changes is 9/2/16. Painting, cleaning, carpet, stairway railings, and the punch list still needs to be completed. We are also waiting on the outside railing to be completed for safety and code compliance. Doors for the interior of the building are scheduled to be delivered on October 11th well beyond the completion date. Please see the attached email related to the wood finish selection of the doors and the related delay. Handrails for all stairwells still needs to be completed as well as the exterior stairway for exiting the building. The interior doors were delayed due to a decision in color choice and a miscommunication between the door company, the architect and CCI. Once that was resolved the doors were ordered with an expedited shipping date of Oct 11th. CCI did offer to install temporary doors, but approval was not received. CCI’s scheduled completion date for the 1st floor based on changes is 9/16/16. We are still waiting for a large portion of exterior windows, HVAC for all floors, drywall, carpet, cleaning, woodwork and baseboards, and the punch list to be completed. The boilers for the hydronic heating units are not operational. Temperatures have been in the 40’s, so heating needs to be operational before staff can move into the building. As a result of the construction bulletins and resulting change orders, there was a delay in the hydronic heating equipment and materials. All materials were a direct purchase by the college and CCI was under the impression they were ordered as soon as they were approved by the architect. The same circumstances applied to the lighting and carpet which were both impacted by the construction bulletins and resulting change orders/approvals. CCI made known that these material changes would have significant lead times and would impact the schedule. To assist the college with the cooler temperature concerns, CCI leased temporary heaters (at no cost to the college) that were operational until the permanent equipment was installed. We believe all parties involved had a part in the delayed schedule. The architect had long turn-around times with submittal approval and the college requested additional changes that affected the schedule. Change-order paperwork turn-around time alone averaged approximately 4 days. Those delays compounded when most subcontractors would not proceed with the required/requested changes without a signed change order from the owner. Nicolet did request CCI to add more people to help complete the project and we did our best to accommodate their request. The interior lighting in the student lounge is one example of how long it took when a challenge would arise. We spent 4 days to generate a solution, involving all parties, and working together we did form a satisfactory resolution that all agreed to. This not only delayed the project, it consumed valuable man power that could have been used elsewhere.
