As background, the FCC long time ago, set a rule for “Telecommunication Service Providers” to pay a fee for every circuit they provide (Universal Service Fee)The funds collected under this program then could be used to “subsidize” providing service to rural areas or certain underserved
communities, as well as potentially schools, certain institutions, etcEvery company who is regulated as a Telecommunication Service Provider under the FCC rules, needs to participate in the program; which in turn pass on the fees to their customers. Because Skyriver is strictly a data provider, Skyriver is regulated under “Information Services” by FCC and not as a Telecommunications ProviderSkyriver is “exempt” from participation in Universal Service FeeSkyriver does not collect these extra fees from customers, and hence, subsidies provided under that program: USAC funds, E-rate, etccannot be used to pay for Skyriver services.
