I did all that I was supposed to do and Scout Mortgage did not do what they said they would do. Under the new guidelines established by Fannie Mae in 2010, the appraiser is paid directly by the borrower.  
 
The new guidelines do not allow us to refund a fee we did not collect.
 
Fannie Mae Home Valuation Code of Conduct (HVCC):
 
“There must be a separation of a Seller’s sales or Mortgage production functions and appraisal functions.  An employee of the Seller in the sales or Mortgage production function shall have no involvement in the operations of the appraisal function.”
