There is a return policy posted at the register - the customer may not have seen it, but it is there. How long does it take to put a substance in a bottle - just seconds. The customer was gone between and minutes. Would the person writing this complaint, buy a used bottle?

I am rejecting this response because: I do not accept the
Water Warehouse's position as he knew full well nothing had been added to the containers. I can see the safety aspect of the California water board. There must be posted at the cash register the non return policy of the business per civil statues 1723, 1750-

California water board will not allow us to resale a water bottle once it leaves the store.  They do not know what particles - liquids you have placed in the bottle.  California water board is trying to protect the consumer.
