I received an advertisement from this company in June 2016 that was disguised as an official bill or notice, designed to trick its recipients into opening and reading it because it was an official bill or notice [redacted] The features of this advertisement designed to trick its recipients include:
1) "FINAL NOTICE" posted on top
2) "REQUEST FOR IMMEDIATED ACTION - TIME SENSITIVE MATERIAL" (the same phrasing used in official bills and notices)
3) A warning against mail tampering (18 SEC. 1702 U.S. Code), which is clearly unnecessary for a bulk-mailed advertisement, but which is common on official bills and notices
4) A security envelope with tear-off edges of the type used to send private information in official bills and notices
I posted a negative review on [redacted] and the business responded by defending the practice, indicating they will not avoid using it in the future. While they indicated this would be the last mailer for the Sunland area for this program, their response indicated they will likely employ this deceptive practice again in other areas and/or for different offers.
When I issued a complaint via Revdex.com, SaveCal again defended this practice saying it was "within guidelines" (which set of guidelines is unclear). SaveCal's response indicates that they do not believe they did anything that they should do differently in the future, which is the only thing I requested in the complaint resolution (and, additionally, in my Yelp review prior to this complaint). So, SaveCal has now repeated their intention to continue mass-mailing misleading, disguised advertisements; that is unacceptable.
SaveCal is not the first company to use this dishonest technique; it was widely used and written about with regard to extended car warranties:

Note that these independent sources label the practice "deceptive" and a "scam", among other unfavorable characterizations.
SaveCal engages in deceitful advertising and has twice clearly indicated that they will not change their practices because they do not believe they are doing anything wrong. It is important consumers be made aware of this practice.
