Review: I went to this location in December 2014 to recycle a catalytic converter because it was the only location I could find on the internet . 3524 Q St. North Highlands CA is the last place I used for recycling catalytic converters I dont remember their business name but it was a great place and I felt they did things by the book. Anyways I went into this location with my converter they hesitatied to help they never weighed my product and immediately came up with the price of issuing me $10. I questioned them on that price and they stated that was standard pricingI agreed then I guess. I gave them my California Drivers License so they could get all my info. They said I needed to return in 3 days to pick up money or they could mail it to me and I said go ahead just mail it to me. I feel like I was ripped off when they quoted me the rate they were giving me for recycling it and now it has been almost 2 months and I still have not received the money I feel is an incorrect estimate ive called 3 times one time they picked up phone put me on hold and I sat on the line for 15minutes and noone ever came back. Then I called them back up and noone answered at all. then I called back a 2and half or 3 weeks later and once again put on ho;d and they never returned can you please help me.Desired Settlement: I would like you to check into exactly what procedures should have been taken when I brought in my recycling and how much I should have received, Plus I want to get my money also

First and foremost, we apologize for not getting payment out. Your tag has been located and a check mailed. With respect to price, we try to be fair and pay based on what we can sell the product for. We typically get between $5 and $50 for our cats. Cat theft is prominent, this may be why an employee was stand offish. The Sacramento Sheriffs Department frowns on recyclers buying them so we try to be extra cautious, particularly if this is what someone brings on their first visit without any other recyclables.Third is how to buy Catalytic converters by the book. Ca has very strict regulations on how scrap metals are recycled. In the case of cats there is a mandatory 3 day waiting period to get paid on them. This is due to the large number of thefts that have occurred by people looking for fast cash, usually drug related. It is RCWR policy to follow the rules. The recycler mentioned in the complaint was arrested and shut down by the Sacramento County Sherriff's Department for purchasing stolen goods. I'm not certain what "by the book" is trying to imply, but we send our purchase reports to the Sherriff's Department everyday, place the appropriate holds for when we can pay and get all the required information such as proper ID, a finger print and VIN# from the vehicle the cat came off of. This process of how we run our business is factually "by the book". The type of car the cat came off of determines the price, they are not weighed because they are bought per piece, not per pound. Again, I apologize for the invoice not being paid sooner. As for the additional concerns, RCWR will only do business by the book even if it makes a customer feel uncomfortable due to the laws of California. Unfortunately others that do not run their business "by the book" may make customers feel welcome compared to those of us who follow the rules. There is a reason the other recycler could not be found, they are shut down and the owner has been sentenced to prison.Let me know if you have additional questions or concerns?
