Ridgecrest Condo Association HOA

I live in a condo *** SE Apt***. My power went out I called ***. *** said the breaker was bad in the basement right above the electric meter and the breaker was sparking and smoking, so *** took out the meter for safety. I notified the HOA President *** so he could fix it and he said its not his problem. I'm responsible for my unit not the building. I called an electrician *** to come out to fix the breaker and they said it could NOT be replaced because they don't make it anymore because they have safety problems catching on FIRE. I have several owners who are going through the same or similar problems.
