Mr. L was hired to complete a 35' x 16' 2 car garage & center storage shed, he pulled no permits, didn't inform the me that the existing partially erected structure was not up to code, wouldn't pass inspection by city, wasn't safe & wouldn't support the weight of snow, wouldn't protect the items in the storage area from weather & couldn't be completed as it stood. Mr. L went forward with the construction, accepted a $6500 payment for work that should never even been done due to safety & wasn't permitted, he held no licensing or insurance on his company. Mr. L then informed the home owner that if she wanted the structure truly completed (sided) he would require a $500 check to obtain siding which was expressed to be brand new, NOT used materials. He showed up with materials which were worn and out of the boxes in a deteriorated condition, missing parts and not even capable of installed. He then informed the home owner (my daughter) and myself that he would require yet ANOTHER payment of $4200 to close in, install doors and make structure sturdy. He never offered a second contract even after several attempts to contact him he refused to show up after accepting a check for $3200. He failed to do any work, to inform any party of the unsafe condition of the structure or return the money he accepted and did no work. It has been found that Mr. L has a current business license but does not have a current or legal contractors license. Mr. L is also defrauding the Workers Compensation for Rustoleum here in WV claiming injury and receiving WC payments, defrauding unsuspecting individuals of their hard earned money and not returning the monies or communicating with customers. Mr. L has been compensated in the following means for work he has yet to fulfill or to even file a permit. Ck: $4500, Ck:$500, Ck: $2000, Ck:$3200 for a grand total of $10,200. I have been told the structure MUST come down and be rebuilt for a cost of another $11,000. we need help in settling this, please help
