Unfortunatly, the Pet Fee was a fee and not a deposit. The lease previously attached stated as such.

We rented property with Real Property Management of Central Indiana during 2014. We were greatly disappointed in the lack of professionalism, courtesy, and responsiveness from the associates. On multiple occasions when maintenance requests were called in and/or general inquiries to the office, no response would be received. We would need to call and/or e-mail multiple times before we would hear from an associate; and, numerous issues were never addressed. I would not recommend Real Property Management to anyone as their customer service is incredibly poor.
Just one giant hassle. Easy to access the house when looking at it, but signing is the easiest part of the deal. Imagine a Veteran that is cold and shivering when trying to go to sleep. One would imagine that veteran was homeless, but not in this case. That veteran was a tenant of RPM of Central Indiana. The Heating and Air Conditioning system failed 5 times, 3 times over the coldest days of this past winter. Of coarse there is someone at their emergency line, but they only take reports. They have no answers of when someone will come out to fix anything. We spent several nights below 32 degrees. After asking the repair company, we found out the system was 15 years old and it’s never had routine maintenance performed on it. The repair company that is contracted by RPM even sends out postcard updates, but no one really cares. The techs only come out for problems, leaving the tenants cold. Then RPM argues they already fixed the problem, after it continues to fail in the summer time! They opted to take the quick cheap route instead of updating an old and unmaintained heating and cooling systems in their rental property. You would think that a part of the “management” process would be having the heating system well maintained, but not for them. Because the system was ill maintained it cost us upwards of $300-$400 per month in electrical cost alone. After it’s all over, don’t except much in a deposit back. You can clean it as much or a little as you want, because they will overcharge you to do it anyways. I went over that house for several days and they are going to withhold a significant portion of the deposit for cleaning because it “smells like dogs”. I thought that was why we paid a $600 non-refundable pet deposit, because upon leaving it might smell like a dog was living there. There was also a cat, but strangely there was no note of a cat or litter box smell. For everyone’s reference the Oxford Dictionary defines a deposit as “A returnable sum payable on the hire or rental of something, to cover possible loss or damage.” So a non-refundable deposit would indicate the management company is assuming some sort of damage or “smell”. They also claimed damage to blind and light bulbs, but provide no evidence there was anything broken. Even their move out inspection had photos, but didn’t show any damaged, broken. Their move out inspection oddly enough looked exactly like their move in inspection they provided as well. The entire report reads “good”. Bed room, good. Loft, good. Kitchen, good. Only a note of a dog smell, which a $600 Non-refundable pet deposit should be a generous compensation for a dog smell. After discussing the charges with the Operation Manager Corey, we had thought we were at least reasonably discussing and coordinating an amicable solution. However we abruptly received the originally stated deposit and they refused to add any of the discussed amount. We found a much better property management company (American Homes 4 Rent) that has had no issues keeping up with the cold temperatures. They even sent an email to all of their tenants before winter, asking them to turn on the heat to ensure the system was functioning. If it didn’t, they provided a direct line to a representative to report the issue so they could coordinate a repair before the cold temperatures set in. Also, the monthly cost for all utilities is less than the electrical cost of RPM’s property. Don’t rent from this company, you will regret it.
I rented through them for 3 years and I have never spoken to the same person twice. My lease just ended and now they are threatening to evict me because I have not paid my rent for next month. Well that's because my lease is up!
Also, it is very convenient how all the charges to clean, paint, etc.. after I moved out, equals my deposit amount exactly. $445 to clean carpets in a small 2 bedroom condo seems extreme. They charged me $80 to remove a mattress that was there when I moved in. I had an issue with my garage where the opener needed to be replaced. Apparently they quoted it out and 2 months later I never heard back. They tried to close the ticket and only then did they send someone out. In the meantime I was unable to get access to my garage for months.
