We contacted *** and requested a bid to build an addition on the rear of our home as well as some additional remodeling. We agreed to the amount of his estimate and engaged him to start construction in July 2019 but did not commence until August 2019. On October 2, 2019, the Horry County Code Enforcement Office sent inspector *** to complete a CE-Rough In inspection. The inspection failed on all counts. It was shortly thereafter that we learned that the license held by ***'s wife,*** (License # ***) is a specialty license and is not valid for building an addition on a house. By this time he had requested and we paid $28,000.
Since *** and/or his wife are not properly licensed to build an addition and were not able to find a contractor who would apply for an appropriate permit and agree to be the contractor of record who would supervise ***'s work, we severed our relationship on October 16, 2019. Subsequently, we learned that many deficiencies existed with the construction.
In order to complete the project, we had to have the three walls of the structure he built removed from the headers to the floor and rebuilt as well as proper footers installed.
After contacting the Horry County Code Enforcement Office, we learned that*** signed my name to documents filed with their office. We also learned that instead of requesting a permit to build an addition on our home, she requested a permit for 'enclosing current sunroom on rear of home on existing slab 12? x 24? framed insulated and drywalled'.
*** offered to return $10,000 but has failed to comply with the agreed-upon date(s) for payment.
Refund On January 20, *** texted a message agreeing to return $10,000 to us. We offered a payment schedule of 4 payments of $2500 starting February 15. Subsequent payments of $2500 were to be paid April 1, June 1 and August 1. As of today, February 23, we have not heard from him nor received payment.
