Prime Installs

On May 8, 2019, I entered in a contract with Mr. Peter D owner of Prime Installs LLC with address as ***, This person was referred by one of my neighbor Ms ***, as per this neighbor Mr. D new about Historian and deal with Jersey City construction permits, Mr. D and his partner Mr. Anthony R came on 5/8/20 to collect an initial payment of $10,000.00 and the only copy of the drawing and planning of the construction project, he experience some obstacles he will be beginning the process the filing for a permit from the city. He was going back and forth foer about three months, finally the application for the construction permit was denied because he needed to include electrical and plumbing permits alone with the construction and the second drawing copy which he got from the Architect *** was not signed and wasn't sealed. According to Mr D he took upon himself the decision to make some deals to pay $800.00 cash Mr. and promised to do some labor to cover the total amount of $1000.00 for such drawing copy to be suabmitted to the city After this circunstances I gave Mr D a deathline to complete the process, after some phones calls and E-mail, I concluded that Mr .D*** was not able to do the project.
I was weasating time and money, I have 2 apts vacanted so this project could be done. So I have been asking to cancel the project and ask him to return the $10,000.00 back since September 2019. He refused to give my money baack. I file a complain with the Attorney General on 9/19 and recently I file a police report and I'm no having any result. Please assist. Thank you for your cooperation
