and speak with the city who holds the rules for everything. The process of me having to rebuttal his complaint, but yet he has not called the city. This involves their rules and I am just the contractor that follows the rules. He was paid in June already. I asked him on the last phone call to call the city and speak to them since this is their rules and program but all he does is threaten me and won't call. I have taken pictures, he has grass growing, he is responsible for his yard after we are done. It is just very odd that he wants to be so rude and not call the city.
