The disputed assessment is a special assessment placed on all accounts as per the Board of DirectorsThe special assessment is a capital expenditure for the replacement of street lightsAs this project will take a year or more to complete, some owners will not see the upgrade directly at their unit until their phase of the project is reachedAs with any charge, special assessment included, it must be identified on the Resale Certificate which the new buyer receives so they are aware of any fees owed as well as the Governing Documents of the Association etcWhile I understand the reluctance of this owner to pay as she is not seeing the improvement directly, the Association is making enhancements which benefits every owner

I am rejecting this response because: I was informed that if I did not pay the $assessment I could not closeThe title company is holding the $ for work that I will not benefit from since I will not be in the homeThe closing was on March 11, and I was forced to the extortion that was instilled by Brad J*** (Preferred Management).I know this is extortion since the duress that was put upon me when I was told that I would not be able to close unless I paid the $for work that is to be done in the next two fiscal years.The new owner will benefit from the lights that are to be installed in the next years I feel violated, cheated and extortedPlease help.I am attaching the resale certificate with proof of the above
