In June 2019 ,I closed on a condominium apartment in Isla Verde Puerto Rico.As a new apartment owner, I never received the by- laws and maintenance information regarding my apartment.On my mortgage contract and the information I provided the bldg mamagement I have my NYC address & email.I still reside in NYC because I am remodeling apt.in Puerto Rico.On January 15,2020, I received an e-mail invoice from Preferred Home Services Inc. in Bayamon, Puerto Rico indicating that I owed 1,097.00 in maintenance charges for my apt in Puerto Rico.PHS manages all the maintenance payments for condominium owners in Puerto Rico. When I reviewed invoice, PHS was charging me various fees for late payments ,interest and certify mail (2x at $15.00 each)The monthly maintenance payments is $143.38. Again in February I got another bill for $187.06 which also included late payments and fees. Since I had closed on apt in June of 2019, I never received any official welcome from the condominum board nor from Preferred Home Services untill eight months later indicated that I owed on my maintenance plus late charges, interest fees and certify mail fees.In Jnauary I sent a written dispute to Preferred Home Services Inc. indicating that they had overcharged me.The customer services Representative informed me that they were going to look into my complaint. On 1/15/20 I received an immediate response from PHS that I owed the money on invoices because the charges reflected aacumulation of arrears due to non compliance in making the required payments. They recommended that I refer to the writing of Restrictive conditions of your association. As mentioned when I picked up keys for mailbox , parking pass and beach entrance pass, I was never given a copy of the condominum by-laws and was never contacted By preferred Home Services untill January 15,2020 when I received invoices from July 2019 to January 15,2020; which also included late charges, interest fees and cerified mail fees going back to July 2019.PHS Owes me $156.47.

Desired Outcome

Billing Adjustment I would like to be credited for the over charge of $156.47 for late charges,interest and certified mail fees. To date my account is current with Preferred Home Services Inc.

Preferrred Home Services, Inc. (PHS) is a collection agency hired by Mar de Isla Verde Condominium in Carolina, PR for management assessments since March 01, 2005. PHS is not responsible for the internal management provided by the Condominium Administration in relation to the deliver the By-Laws and maintenance information to new owners regarding their obligations once they acquire a property.

According to our response dated January 15, 2020 and sent by email to Ms. ***, the invoiced amounts related to the maintenance fees, as well as the additional charges for non-payment are established by the Mar de Isla Verde Condominium.

PHS is responsible for sending accurate and timely invoices as per their mission statement. Thank You.

By making a property purchase at Condominio Mar de Isla Verde, Ms. *** as unit owner, have the obligation to pay common expenses (maintenance fees). Attached deed of apartment in which it is established (page 6) that: The buying party will observe the precepts of law Number 104 "Ley de Propiedad Horizontal", By Laws ... "

Preferrred Home Services, Inc. (PHS) is a collection agency hired by Mar de Isla Verde Condominium in Carolina, PR for management assessments since March 01, 2005. PHS is not responsible for the internal management provided by the Condominium Administration in relation to the deliver the By-Laws and maintenance information to new owners regarding their obligations once they acquire a property.

PHS handles communications and the collection of fees once the owner or Condominium notifies about the purchase. PHS is not responsible for the notification of purchase being made in October 2019 even though the purchase was completed in June 2019.

According to our response dated January 15, 2020 and sent by email to Ms. ***, the invoiced amounts related to the maintenance fees, as well as the additional charges for non-payment are established by the Mar de Isla Verde Condominium. Attached account statement.
