Precision Paving and Seal Coating

We had this company complete the work at our strata complex, (med sized less than 25 units and less than 36 parking stalls) there were several issues with tar repair, (crack filler), evenness of the seal coating and quality of line painting and paint durability, lastly the 2 areas that the original asphalt was removed and replaced do not appear to be curing as promised. They requested payment the same day the work was completed and refused to consider having a 10% hold back until the above issues were remediated. We have spoken to them on at least 3 occasions and we understand it may be their busy season, however it has been 2 months.
