Pi Yao International Travel

I booked an *** mid-February Cuba travel package for my parents (who live in City of ***, China) to celebrate their 30-year wedding anniversary through PI YAO International Travel Inc. (Halifax, Nova Scotia) in December 2019. When it got to the payment process, this travel agent lied to me by using an excuse and not let me pay by credit card, I had to make full payment through bank transfer, which caused I am not covered by the travel insurance I could have if I can use credit card for payment.
Due to the outbreak of Corona virus in China mainland in January, *** cancelled all their flights to China on January 30th, so my mother can't come to Canada also can't fly to Cuba from Canada.
I reached out to the travel agent on January 30th to escalate this emergency issue, after 15 days of communication among travel agent, *** and us, on February 15th, *** made the decision of no refund/no date change for the trip, which means I lost all the money I have paid, not due to our fault but due to this out of control situation.
I need file a complaint against PI YAO International Travel Inc. because they lied about the payment process and cause me this nonrefundable loss.
