Would not recommend to anyone for renting.
I have worked for PE Management for many years. I went through the files and see no such person with this name ever having rented from us. For the record, we rent to persons of all nationalities and genders and we charge low rents that are below market rate.
It is pretty easy to leave a nasty review on a web site - in response, I can provide plenty of positive reviews from REAL tenants, if anyone on this site wants to hear from them.

On the rare occasion when I have had a problem, no matter what it was, they have sent one of their contractors and it got fixed right away. When their tenants move out, they always return deposits, unless the house lived in had to be cleaned or damages had to be fixed or back rent was owed. Any landlord would be justified in charging for that.
I have read the complaints on this site - I want to put this out there because there are two sides to every story. People should not be influenced by a few disgruntled people who don't want to take responsibility for what they do.
To be sure, there are plenty of horrible landlords in town, but PE Management is one of the best landlords I have ever had.
That's a well said lie. This company is not trusting and overcharges tenants.
Lol, “people should not be influenced by …. People who don’t take responsibility for what that do.” People who don’t take responsibility? Like Chris Parker? He is so annoying. Don’t trust him! It’s a shame he has a monopoly over that block of Cary Street. He’s been ripping tenants and their parents off for years with his run down properties, top-dollar rent and very slow to roll on returning deposits. Of course, he’s difficult to get in touch with and if you display the slightest bit of frustration with him, he will use it as an excuse to not provide service. He is incredibly immature and a total hypocrite. Doesn’t practice what he preaches at all.
This sounds like Chris Parker, the owner of PE Management. You all should definitely trust the bad reviews. He is horrible.
To date - we still have not received our deposit and Chris refuses to return my calls and texts.
The company seem to prey on college students who might not have the capacity to fight the company through legal means. Even when parents get involved - nothing changes.
BEWARE - we did not get our security deposit back when there were no reported issues with the rental unit.
Can you go to the small court claims? I am also trying to get the security deposit back from PE management. Mt son got out of the lease and another student took the room over and signed the addendum with Chris in Aug. We are trying to contact Chris to get the deposit back, but he never responded!
I signed a lease with 3 others with PE Management in Richmond, VA. I paid a deposit of $650.00 with a move in date of August 1, 2019. On April 1, I notified them that I would need to break the lease but that the other 3 tenants had found a fourth to take my place. They have had the application for this fourth person since May 1 when they confirmed the receipt (3 time they were sent it). I have emailed and called to get my deposit back with no response from them. I have used the same email address so I know it is the correct one. According to the VA tenant laws, they need to refund my deposit as I have provided plenty of time and another applicant to take my place so there is no loss of rental monies to this company. I see they have had other complaints of the same situation.
Review: I rented an apartment from the management company for a semester of college. I had to put down a security deposit of $587.50 and I moved out in late May when my lease ended. I have not received my security deposit back. I have tried contacting the company a lot of times by email and phone and left voice and text messages over the past 2 months and have had no response from the company.Desired Settlement: I want my security deposit back in full.

Regards,
Review: We are seeking a refund of the $525.00 security deposit. A lease agreement was not renewed and the premises were vacated after appropriate and approved walk through on July 31, 2013. To date, numerous emails were sent, and messages left on one phone number provided, unable to leave message on the other. No response has been received from the landlord. It has been over 45 days, and no refund has been sent. The premises were left in better condition than when the lease started on August 1, 2012. It was determined that [redacted] was not using the email address provided to my daughter (the tenant) as a different email address was obtained from current tenants. With communication being sent to both email addresses, still no response. We are expecting full refund of the $525.00 security deposit.Desired Settlement: We are expecting full refund of security deposit of $525.00

Response:
We appreciate the opportunity to respond to this Revdex.com complaint.
On September 30, we received an angry email from [redacted] one of four co-tenants renting a house from us from August 2012-July 2013. In her email, [redacted] claimed that she had been calling and emailing us in an effort to receive the return of her security deposit. We immediately responded to [redacted] informing her we had not received any calls or emails from her until the one we were responding to on September 30. Apparently, [redacted] was sending emails to incorrect email addresses. In our emailed response to [redacted] on September 30, we notified her that her security deposit refund in the amount of $[redacted] (not $525.00, as she is incorrectly seeking by way of her Revdex.com complaint against us) had already been mailed to her address at: [redacted], which we confirmed with her.
On October 1, [redacted] emailed us again about her security deposit. We responded by telling her that if she has not yet received her deposit refund, we would check with our bank to see whether or not it has been negotiated.
It is regrettable that there has been a delay with [redacted] receiving her security deposit refund, but we mailed all deposit refunds to former tenants in timely manner and none have had a problem with receiving them. [redacted] is the only refund that seems to have either been lost or not yet delivered by the post office.
If [redacted] deposit check has not been negotiated, we will gladly replace it.
Sincerely,
PE Management
Review: PE Management was given $550.00 money order security deposit Feb. 26, 2013 for a lease to begin Aug 1 2013. Property address [redacted]. Written and verbal notice was given April 25 2013 that [redacted] would not be leasing the apartment. In the notification letter we asked for the security deposit to be returned to our home address and release her from the lease. PE Management has not responded to letters or phone calls regarding the deposit money. I have the money order receipt and copies of letters sent.Desired Settlement: Return security deposit of $550.
