Review: the squatters that resided at the property previous to us did not have authorization to have water from the owner and we have been charged for it

they sent us a shut off notice, with a different amont previously demanded. When I called to make payment arrangements they denied it. We are new customers, we have yet to recieve a bill despite the owner contacting them and stating that we are renters here. The demand letter is to occupants and they refuse to even talk to us. We have given them written notice as to the medical necessisity in providing water. They have formal notification as to who we are and we have yet to recieve a bill. We have done nothing to warrent any mistreatment from this company. The previous bill was for squatters that were not authorized by the owner. This was a simple error on the part of this water company that insisted that we were responsible for bill. This is not only irresponsible but unrealistic. Then we recieve a bill in a different amount stating that if this is not paid water will be shut off, when calling the company, they refused to make any type of arrangements for new customers and were very rude and disrespectful as if there was previous issues with us. currently we have no water and unable to pay what they are demanding. we are requesting proper billing to be recieved by us at the location where service is provided and the ability to be treated like a regular customer. We have done nothing to warrent this behavior.Desired Settlement: We are requesting that water services be restore with a payment plan, the billing be properly recieved to the service address and the ability to speak with customer service and make arrangements and or requests regarding service that is necessary. This company is fully aware and have been formally notified that we have all rights and the necessary permissions from the owner to legally be entitled to have such services. Again it is medically necessary to have water services at this address and these conflicts with this companies mistakes and trying to obtain money for services that were never provided to us is unrealistic and illegal.

Paradise Irrigation District is a local agency that is a special district of the State of California. Our relationship is with the owner of the property, not the tenant.

The PID gave more opportunity to these people than the normal customer. They were given the opportunity to keep their service active if they paid the current charges due. The past balance for the previous usage was placed on the tax rolls, so these renters only needed to pay for their own usage. We have NOT received a single payment for this property since the balance was paid in full on December 4, 2012.

Every customer has the opportunity to appeal managements decision to our elected Board of Directors. We never received a written request from these people to appeal our decision.

I do not believe you would find another company willing to provide service for such a long time with no payment.
