Review: We were contacted by [redacted] from [redacted] by phone on January 7, 2014 soliciting their services to assist small businesses to get GSA certified. At this time we were not familiar with GSA. She asked about our company. We explained to her that we are civil engineers and the type of work we do. Ms. [redacted] ensured us that our business is a perfect fit for GSA certification. For a fee of $5200, [redacted] would assist our company with the GSA application process. Ms. [redacted] persuaded us to pursue the GSA registration by promising that we will get a federal government contract within a year or else we will get our money back. Ms. [redacted] said that if we do not get a GSA contract in one year, we will get our money back. [redacted] will refund half of the fee and the federal government will refund the other half of the fee. We were then contacted by [redacted] with PAMCO. At the time we had no indication that we are working with another company. We were under the impression that Ms. Davis was with [redacted]. Ms. Davis then assigned us to [redacted] to gather our company information to start the application process. Since January 2014, we sent our company information including resumes, past work experience, contracts, project descriptions, etc. In spite of our 30+ years of experience, Ms. [redacted] said that we do not have the proper experience that GSA is looking for, which is contrary to what Ms. [redacted] said. Ms. [redacted] directed our company to apply for GSA certification under SIN 874.1. We questioned that choice, we explained again that we are civil engineers and the description for SIN 874.1 did not really fit our expertise. Ms. [redacted] said we can gain the proper experience with the help of [redacted]. [redacted] is a website that gathers contracting opportunities for FedBizOps, and other state and local government agencies. We questioned how that would help us gain experience in a field that we do not have experience in order to get GSA certified, but we did not get a direct answer. We asked Ms. [redacted] what happens after one year if this does not help. She said that we would continue where we left off. The agreement was for one year [redacted], capability statement, 3 Bid writes, and FEMA. After signing this agreement, we were assigned to Ms. [redacted] with [redacted]. We searched the [redacted] website for opportunities it resembled FedBizOps. Again, we did not see how we are to gain experience in a field that we do not have experience by responding to government solicitations. By doing our own business development, we recently spoke with the GSA representative in Fort Worth, TX, he said that GSA is not right for all businesses. He also said that GSA certification is not appropriate for engineering services. He suggested other means to do business with the federal government. Based on our exhaustive efforts, which is confirmed by the GSA representative, we strongly disagree with Ms. [redacted]. We see that GSA certification is not the proper path for our company. We waited one year per the agreement and sent numerous emails to [redacted] Andre, [redacted], and [redacted] for a full refund for $5,200 as per the money back guarantee. The emails to [redacted] bounced back stating that the recipient cannot be reached. The emails to [redacted] and [redacted] were not answered. We followed with phone calls. We called Ms. [redacted] and received a message stating that this was not a working number. We tried calling [redacted]. The call was answered by a recording taking a message. We do not believe that there is any intention to return the call. We tried calling [redacted] with [redacted], the number we called was [redacted] which was on the bottom of here email. We reached [redacted] Insurance Company. We apologized for calling the wrong number and carefully dialed the number again. Once again, we reached [redacted]. The receptionist was very patient with our confusion. We asked what phone number we are calling. The number that we reached was [redacted] which is not at all the number we dialed. At this point, we are certain that the service solicited by the [redacted] Consultant Group is not legitimate and they are operating a fraudulent business in conjunction with PAMCO and [redacted].Desired Settlement: We would like this fraudulent business practice reported and on record so that others are not affected.
