Palmer House Upholstery

On Saturday January 11, 2020 I gave Mr. a check for $330.00 (one-third of the cost to reupholster my arm chair and ottoman. He told me that he would call me on Monday January 13th to tell me when someone from his shop would pick up my chair and ottoman. He never did call even though I called him twice and left messages. On January 25th I called again and left the message that because I hadn't heard from him in two weeks, I wanted my check returned or the refund of my $330.00.

This time he returned my call, but said that he would not refund my money because we had a contract. Also in that phone call, when I said, "hello" he immediately said that he had been trying to call me but never got an answer. This was a lie because there were no missed calls in my phone.

I replied that I didn't believe we had a contract because I signed the receipt he gave me for my payment, but he did not. Also, he never followed through on his promise to call and send someone to pick up my chair and ottoman. On January 26th I sent an email to his shop reiterating the I wanted my money returned, but the email was returned marked, "undeliverable".

Service contracted 1/25/18 not completed. *** investigating as a Large Fraud Claim.
Contracted with Palmer to redo cushions for living room suite, 4 pcs. of furniture. He completed only the 3-seat sofa. I have given him repeated extensions. Advised him drop-dead date for completion was Thanksgiving Day. He has not done work. I paid him $2500 in January. He has not refunded any of my money. This was a credit transaction. As such, *** is investigating as a large claim fraud. He's come over about 5 times, each times feigns to measure furniture and leaves and I never hear from him until I call.
