I hired PA Home Services to sand my deck and removed paint that was causing the wood to rot, as well as to stain it with the correct product. The contract stated that the project was to be completed in 1-2 days. On the first day, the worker told me he was going to prep the deck and then get started; when he left, I noticed that all he had done was scrape off some peeling paint and then apply stain over the entire deck. One of our deck steps was also inexplicably broken. I called the company owner, Bruce C, who told me the company wouldn't "charge me much" to replace the step they broke, which I said wasn't acceptable. I raised the issue that the contractor simply applied stain over the problematic paint and he said he'd send him back to sand it. The following day, I arrived home to find about three boards had been partially sanded, and nothing else had been touched. Bruce told me the contractor would come over the weekend, have the entire thing sanded and completed by Sunday. No one showed up all weekend, despite sunny weather. I contacted Bruce Monday morning to tell him that, because he had broken every tenet of his contract, I was requesting a refund at this point, as the deck is now in worse shape than when they started. He attempted to say the project was delayed because it's raining on Monday, yet the weather was fine over the weekend. I noted that the worker left the cans of stain outside for five days and temperatures have dipped to the teens, and he told me to just take the stain inside and "thaw it out." I told him all I wanted was a refund and I wouldn't even ask them to replace the step they broke, and he told me "good luck with that," that he had invested in the project and I "wasn't giving him a chance," despite my having canceled plans this weekend to stay home and speak to the worker, who never showed. He proceeded to scream at me so loudly that I had to close my office door, laugh and belittle me and hang up on me twice.

Since I filed the original complaint, the company did come out last week and attempt to fix the issue and finish the job. So the nature of the original complaint doesn’t still apply, and I wanted to make sure the agency was aware of this.
