Osaka Japanese Restaurant

I went there at about 10 P. M. on Wednesday, March *** 2019. When I entered they did not greet me, but stared at me with hostility and suspicion. I took a menu and began walking to a table. One of those people, whom I presume was the manager of this establishment, immediately halted me and told me that I can only order take-out. It closed at 10 : 30 P. M., according to the hours posted outside and on copies of menus. I asked him "You close at 10 : 30?". He answered "We close at 10 : 15!" I asked "I can't sit down?" He answered "NO!". I reached for another menu and he said "That's not the take-out menu! You can only order from the take-out menu right now!". I began to look at a copy of the take-out menu. Then I decided to eat another day and put the menu down and left.
At approximately noon on Friday the ***, I went there again and the same person who I think was the manager seated me. While I was looking at the menu, his body language seemed to indicate that he was suspicious of me. I had placed my bag in front of me. He stepped over and said "Let me tie up your bag.", and did just that. But I think his real intention was to see what was inside. And then he was impatient at how long I was taking too order and asked gruffly "YOU READY TO ORDER?!". I ordered. And then he said "Do you want to pay now or later?" I answered "later". At which point h said "No, you need to pay now." If he was not giving me any choice, then why did he ask me when I wanted to pay? I asked "Don't I pay AFTER I eat? He answered "First-time customers need to pay at time of order, because, you know, some people...". He did not speak clearly, so I was unable to make out his exact wording, but I assume he was saying that he does not trust new customers to not dine and dash, so he wants them to pay beforehand. I do not feel that this was his real or only reason. Maybe he didn't like the way I look. So I took out my money and he watched, and took it. 30 minutes later, the first o
