Ontario Carbon Agency

I received a call this morning from a company claiming to be "Ontario Carbon Agency", they claimed to be involved with the federal tax for carbon offset and were offering a "rebate" of $25. they gave me my address, phone number and last name but needed me to verify with my first name to "register" for the program.

They directed me to a website to verify their authenticity:
http://ontariocarbonagency.com
the first thing I noticed is it is HTTP not HTTPS.
there is also a website https://ontcarbon.ca which is also listed as "Ontario Carbon Agency" when I google its name.

After calling my local hydro company they indicated a number of similar complaints had been made and that it is probably an energy retailer using scare tactics or a PHISHING ***.

I asked regarding contacting my utility and they repeated the website and also provided the phone number 416-640-2071
