oliver paige from the US federal grants department

A man by the name of Oliver Paige contacted me via telephone. Insisting he was from the US government grants department with an offer that sounded too good to be true I was told to send 250.00 USD as a deposit through money gram with the promise of a 7000$ Grant and my 250$ deposit would be returned along with it. I found a website but I'm trying to make sure it's not a scam
