We were contacted by [redacted] to complete a follinspection of the water in the crawlspace of her home that she is selling on Baimbridge island.We then attempted to schedule with her to get the inspection complete in which she ended up being out of the country and we had to schedule the inspection with the potential buyer of the property.We did not schedule the inspection once but we schedule the inspection twice to accommodate everybody schedule.We met the buyer on the property he gained us access to the residence and we addressed every concern one by one that he had.Miss [redacted] was not present during the inspection she left the potential buyer in charge to have all inspections completed to his satisfactionDuring the initial inspection there was a request to scope downspouts and footing drains and during this conversation and inquired as to the Method used to gain access to these components we gave her a detailed description as to the steps we would take to and the front part of the house leaving us zero access or potential access to the footing drain.We found one downspout Off the front left part of the home facing the main road in which was daylighted water in the crawlspace so our inspection furthered into the crawlspace location where we identified the source of water coming from under the existing garage slab in the center of the home illuminating any potential of groundwater seeping around and under the foundation into the crawlspace we went over in detail with the potential buyer what we found during the inspection the cause of buyer requested a estimate of repairs and what it would take to complete it giving the remodel and expansion of the home that had taken place and overtaken better than two thirds of the garage space and limiting access to the crawlspace location As part of the inspection we generated a cost estimate that meets industry standard and is in line with appropriate action to remedy the existing problem taking place on this home.All this work was requested to be completed by both the existing owner and the potential buyer of this property.Both parties involved had agreed to pay the overall inspection fee for the stormwater a valuation once the report and estimate had been generated nobody felt that it was now important to pay the invoice we sent the invoice at the owners request to her for prompt payment as she stated in prior email with no reply we then contacted the potential buyer that was present and received the inspection for payment as he was also willing to pay and be reimbursed by the current owner at that request for payment he respectfully declined and said we would have to get it from the existing owner.Was present and received the inspection for payment as he was also willing that the closing date was coming there and nobody was willing to pay the outstanding inspection invoice although our report in a valuation was utilized to ultimately complete the negotiation and transaction for this property so we were left with no other recourse other than to lean the property to ensure payment at time of closing at this point the owner then approached us and said that we did not complete the necessary work requested although the report and a valuation an estimate of repair has been completed at no time was there ever a discussion as to a remedy Only when we responded to the email back to the current owner and pointed out the fact that awls they were looking for was to get the free inspection after they had threatened to sue us and they got notice of the lien was there any additional conversation in regards to the value of the inspection report that they had received at that point she offered $and we were to remove the lien off the property That is a great day value of the service that they had requested although again they utilized our inspection and report to further negotiation and complete the transactionSo at this point there has been no further communication although we have been responding to multiple complaints from various agencies and it appears it's just been a cut-and-paste complaint so at this point the lien is in place until payment has been received in full and at that point a lean release will be filed for this property

Complaint: [redacted]I reject the response because:The buyer met Rich V[redacted] at the property with the understanding that he was, as proposed and agreed to, going to "scope the drains" with a fiber-optic scope, a procedure he said would take 3-4 hours.  No scope was ever produced.  No scoping was ever done.  No discussion of ANY kind at ANY time was had, either between the buyer and Rich or the seller and Rich, over the cost of a site visit or an inspection fee. Rich looked in the crawl space and spent 45 minutes at the property.  The following day he sent a proposal to install a sump pump and 10-12 yards of gravel, at a cost of $5100.  This proposal was outside the scope of the business's license and has been reported to the WNLI.  Rich then billed both the buyer and me, the seller, and made threatening phone calls to the seller.  The bill magically increased to $425.  Neither the buyer nor I intend to pay for work which was never done.

The original request that came into our office was to evaluate the overall reason that the water in the crawlspace existed.I am had a home inspection conducted by an independent inspector that noted there was water in the crawlspace and asked us to perfor The original request that came into our office was to evaluate the overall reason that the water in the crawlspace existed.I am had a home inspection conducted by an independent inspector that noted there was water in the crawlspace and  recommended us to perform an additional inspection to evaluate the reason for the water in the crawlspace he made note there could be a footing drain blockage or obstruction or potential he a downspout issue.I am took the information from Dave first original inspection and asked us for a estimate to provide the overall scope and inspection.  I'm going to assume that and was not present during the inspection due to the fact that she is out of the country selling the house long distance with no real estate agents involved.When we got to the house the overall scope of inspection was completely incorrect in regards to evaluating the water in the crawlspace.Around the exterior of the house all of the downspouts  that we were asked to camera and ensure we're open for you and flowing dig not exist there is only one downspout off the front left corner of the house that day lights at the property edge.When we were also asked in regards to the process of locating a footing drain we would dig next to the foundation of the home to expose a portion of this pipe but again  The entire portion of the home where this pipe would be located is covered with either Concreat or a solid deck therefore leaving these components in accessible for inspection.So we were able to assess the overall problem that we were called to out there to do and was assess the ground water under the foundation.  So at this point the inspection moved to under the house to where we did not have to camera and scope all the drains  that did not exist.We did have a in-depth thorough conversation with the person that was left in charge of the inspection that could ask all the questions that they had and got a good understanding in regards to the overall  reason that the water was existing into the crawlspace and how it was getting there.And the over all corrective action for this property to eliminate the water in the crawlspace was given at the request of the buyer that was present during this entire inspection requested a repair plan and a cost estimate to fix the underlying issue   And that estimate was used in negotiation and also are a valuation was used to have other contractors come in and give additional estimates to fix the issue.In regards to our ability to provide estimates and repairs in the scope of work we are a licensed contractor and we are able to perform this task  and we have contacted Washington state labor and industries to verify that we are operating within the scope of our license and intern we are a licensed general contractor and we are able to complete this work but during this inspection there  was never an intention for Northwest Septic to complete this project this was an estimate only for negotiation purposes.
