Niebuhr Plumbing & Heating

Niebuhr Plumbing did some work on my mother's home. The work was paid for promptly. On inspection of the work I found another leak they had not repaired. I called the office and they requested I stay at the site and they would send one of their men who was already working in the area to check it out. Their representative came and found that they had missed a leak. I told them he could come back after he finished his current job and fix it then. Three weeks went by and the contractor that was working on other issues in the house fixed the leak so they could finish their work. Out of the blue Niebuhr representative shows up three weeks later without letting me know he was coming. He was told by the neighbor who had the key to the home that the leak had been fixed. Neither time their representative was in the house was any work completed or even attempted. I received a bill For $177.50. I called and talked to the business owner who said I had to pay for a service call each time. I told him I didn't feel that I had called them other than to say that they hadn't completed the initial job. [redacted] then said he would forgive the charges, but asked that I not call him for future business, which I said would not be a problem. A week later I get a bill from a collection agency asking for $179.50. When I called and talked to [redacted] again he said he "changed" his mind and wanted me to pay the bill. I feel he is asking for money for work that was not done. I also feel he is unethical to say that he would forgive the bill and then turn around and send it out for collection.
