To Whom it May Concern,
We were very concerned to receive your complaint dated 12/18/regarding the recommendation of an unlicensed contractors and an advertising issue. Regarding the
recommendation of an unlicensed contractor, in particular, “Weatherproof Insulation of CT”, which was the contractor in question, has a State of CT issued HIC license # HICeffective 11/04/14. We go to great lengths and have strict guidelines to ensure we are recommending quality, licensed professionals on all levels. It is possible that leaving out the “of CT” would render a result of an unknown contractor, we know internet searches can be frustrating
As of July 2014, set and administered by UI and Northeast Utilities, all residents participating in the Home Energy Solutions Program Home Energy Assessment are charged a $co-pay. Any pieces of advertising that imply differently are outdated. It was made clear at the time of scheduling the appointment that the cost of the assessment is a $co-pay. This is also supported by the confirmation e-mail that is generated upon finalization of the scheduled appointment
When speaking with MsRoss several times, she kept saying we had sent her something in writing which mentioned the $co-pay. We asked her to please forward us a copy of that document or whatever she was looking at, which she never provided. We still have no idea what she was referencing that indicated a co-pay of $75.00.
New England Smart Energy Group thanks you for bringing these potential matters to our attention and you should have no further confusion or cause for complaint in relation to our service. The company is actively working to consistently improve service levels and your feedback is valuable

Complaint: [redacted]I am rejecting this response because:
I went to ct.gov the same afternoon (12/18/14) contractor "[redacted]" was recommended.  There is no license issued for that name.  With the name given in  New England Smart Energy response, [redacted]", I did find the license mentioned.
This part of my complaint has now been satisfied, as I was initially incorrectly given the contractor's name.
However, I do reject their response to my second complaint.  While I am glad New England Smart Energy LLC admitted to having outdated advertising of $75 for a co-pay - which I saw, I do think they should honor what their advertising at the time stipulated and refund the diffence ($24) I spent for their services of $99. There is something about truth in advertising...Sincerely,[redacted]

Review: 1) After preforming a Home Energy Audit on our home recommended an unlicensed contractor ([redacted]) to insulate our home. I checked the ct.gov consumer protection site - [redacted] does not have a ** contractor license to do business in our state. 2) I went to the New England Smart Energy site after they worked at our home for $99 and saw they advertised a $75 charge if the home is gas heated. I immediately called them and discussed #1 & #2. I was told they would get back to me the next day. Not hearing back, 11 days later I called again. The customer service rep ([redacted]) became agitated and accused me of raising my voice when I had not. I went online after the call and saw they had changed their template, eliminating the comment about the $75 charge for a gas heated home.Desired Settlement: I would like a refund of $24 - the difference between their advertised rate at the time of my service and what they charged me. Also I would like to know that they are no longer recommending sub contractors that are not licensed to do business in [redacted].
