Mosaic Carpentry

I first made contact with *** of Mosaic Carpentry on August 31, 2019 when he replied to my ad: "Looking for professional to cut holes for windows". We discussed and I signed a contract(attached) with his company on October 28, 2019.
November 4, 2019: I sent *** the first installment of $939.53, as requested in the contract.
November 4, 2019: ***'s first day on site. On this day, *** inspected the area, and drew markings where the windows would be going in.
November 6, 2019: I sent *** the second installment of $939.53, as requested in the contract.
November 6, 2019: ***'s second day on site, dug holes for window well and installed window wells. *** tells me he should be done the job by November 9th.

Since November 6th, *** has made many excuses why he couldn't come to finish the work and I last heard from him via text message on November 25, 2019 saying "Hey ***, I apologize for the delay. Just an update for you. All work with the other client will be wrapped up on Thursday. I am able to come back to your home Friday."

Since that time, I have sent *** 5 text messages, 2 emails and called him 21 times (always leaving a voice mail when his mail box was not full).

The resolution I am seeking is for *** to complete the work outlined in our contract.
