 One, I was never furnished a copy of the terms that they have sent to you ( Revdex.com). Second I was told by [redacted] that I would be reimbursed for the transformer, I have text messages from him long before anyone contacting me about the extra panel, I was told by the installer at my house that I was being given the extra panel because [redacted] misquoting the job to them.  Then one day when I was trying to find out what was going on the installer called me out of the blue to request payment for the panel, when I informed [redacted] of this he told me that that was between me and the installer and he had nothing to do with it. Also in the paperwork I have it states that the quoted system includes electrical permits and utility fees, the transformer having to be changed is a utility fee. And last he has said nothing about the 800.00 difference in the power company's rebate which he quoted for 3,300.00 and it is only 2,500.00 which leaves an 800.00 difference

Mr. [redacted] is being entered into the New Procurement programs.  New metering equipment was purchased for Mr. [redacted] and was paid and shipped st no cost to Mr [redacted].  The materials have arrived and to Mr [redacted] and we expect to have it installed in the next few weeks.

This installation was not installed by Liberty in 2009.  The installing company closed in 2012.  We spoke to Ms [redacted] at the request of the state of Delaware.  We do not support product line she currently has installed.  We directed her to the manufacturer and their in house...

installation crews for repairs.  They provide the service at no cost.

I asked that this complaint stayed open until it was resolved.Since then, Go Liberty has canceled appointments three times. They currently have not responded to my request for a rescheduled appointment.

The [redacted] installation was completed and inspected in March of 2014.  We experienced numerous delays with Delmarva Power regarding the systems interconnection.  We are working with the utility to resolve final issues on an almost daily basis.   We are working with the utilities and...

the Public Service Commission to improve utility response times and accountability to prevent these issues for future clients.  We hope to have these utility issues cleared quickly. The system is completed and fully operational, pending final meter swap by the utility.  Once we receive the utility meter swap the final papers can be sent into the agencies for rebate payments. I am guessing this is an old complaint that was stuck in the system.  This installation was completed in 2015, and is fully operational.  We do not have any reason to believe it is not operational, nor have we received anything showing there is an issue with the function of this system.

This is a system addition to an installation we completed a few years ago.  We were required to get all utility approvals prior to installation.  We have now received our last approval and expect to have this add on completed in the next 10 business days.  Our initial proposal for the...

project did not require the refiling of all interconnections to simply change the inverter.  Because this client is part of on going state program, the installation also required the changing and updating of all interconnections and further registry items.

It is over 10 weeks since my installation started on March 3rd and although the system is substantially complete, the contractor has yet to complete installation of a final communication module for the system, turnover documentation or provide appropriate training on the system. The contractor has been unable to provide a firm delivery date for the outstanding item. ________________________________________________________________________________... ________________________________________________________________________________... This project has been a fiasco from day 1! TERRIBLE communication by the salesman after they got their first check and even worse after the second check. ________________________________________________________________________________... ________________________________________________________________________________... Total lack of communication from the salesman when I started reporting concerns about the job. Salesman sold me a system with specific features (remote monitoring, electrical connections from inverters) which were never written into the proposal and not installed. Being an Energy Manager by trade and having familiarity with these systems from a commercial perspective, I had a very clear understanding of what I expected to recieve during my conversations with our salesman. No real resolution on job issues until I reached out to the president/co-owner of the company which got the job back on track. He committed to the monitoring. Problem:Go Liberty failed to deliver and honor a contract on solar panels that were purchased by us back in Jan . 2015. [redacted] is a thief and a fraud who represents Go liberty as the President only to steal your money and then continue to lead you on. He's also a coward that can't face the truth. He has all employees fromGo Liberty lying for him as well. We paid over $22,000.00 for a system that we can only use 60% because of [redacted] who sold us an oversized system and refuses to give us a refund along with admitting that he purposely defrauded us knowingly just to make money.Translate Desired Resolution / OutcomeDesired Resolution:RefundselectDesired Outcome:Be honest and forthcoming by admitting your fraudulent business practices and refund our money.

We are very sorry for the delays experienced in this project and its processing.  This project was originally set to contract in early February of 2015, but was delayed by builder issues.  The last 6 months have seen an exponential increase in solar growth and client bases for our company, the regional utilities, and all state programs.  We have been working and adding staff in a directed manner to meet growing demand, and provide constant pressures on utilities for our clients.  The Delaware market has grown 400% year to year, and it is causing growing pains for all parties involved.  The news of rebate and federal program expiration's has driven all the markets to capacity.This project is approaching closure, the customers meter was changed by the utility in August of 2015, and cleared for operation. We experienced numerous delays through the process due to overwhelming volume coming into the utility across the region. The Delaware State Green Energy program provided guidance of significant delays in processing and payments of rebates in late June of 2015.  As part of the state program, the new construction facility required a HERS Rating.  The builder did not complete the HERS rating as part of construction, although county and federal building guidelines recommend them on all new construction.  We had been going through the process with an outside HERS rating company from Virginia who was willing to come up and complete it with copies of plans from the builder.  We explained the situation to the new program manager at the Delaware State Program, they accepted our existing BPI completed energy audit as a work around and the stipulation was cleared prior to our company reading this complaint.  As the market continues to change in Delaware and regionally, we will continue to provide the best service possible in sometimes difficult situations. We work with utilities in four states, and have noticed an across the board increase in volumes and delays with the coming expiration's of state and federal incentives.  Based on current processing times of incentives, Mr [redacted] should expect to receive his Federal Incentive with his 2015 filing, Delmarva incentive in 6-8 months, and Delaware SEU incentive in February of 2016.

Mr. [redacted] was informed on several occasions that due to pending solar tariffs Liberty would be only focusing on full installations for the coming months or at least until the mid to end of December. Mr. [redacted] was offered a refund in the past and said he would just wait.  Mr. [redacted] then...

provided a serious of dates stating he must be installed by because he is leaving.  We informed him as prior that we could not meet the dates, as that our focus must be on completing new projects for clients and not add on projects for clients who already have their solar installations.  Mr. [redacted] was sent a full refund yesterday that is out for delivery to Mr. [redacted] today.  Most of Mr [redacted]s frustration is stemming from the fact he already sold his used inverter system to someone on Craigslist took a deposit and doesn’t want to give the deposit back to the craigslist customer.  At this time we are unable to service Mr. Isncic on his demanded schedule and he has been refunded in full.

I have reviewed the complaint and would guess based on the date we received the complaint it was old.  The project was completed and inspected several days before this complaint was received.  The client experienced significant delays during the interconnection process.  Once we...

received the proper certifications from the utilities the project was completed.    To date the client has not paid the remaining balance and a notice of intent to lien the property has been sent onto the client.  It is unfortunate when we get delayed by issues beyond our control.  We strive to improve our processes for timely utility approvals.  The utility in question has begun a new procedure for approval based on 2015 issues and it has greatly improved the turn around times.  As solar continues to grow utilities and regional programs will continue to become more service minded and those improvements will pass on to the consumer.

The contract says clearly that they have 45 days from the approval to execute the contract, they have failed to do it, and that constitutes a breach of contract not a cancellation.

After reading this follow up to the complaint I don't believe our reply was read by the client?  This installation was completed in December of 2015.  The construction meetings were held before Thanksgiving and construction was set for the beginning of December.  The installation was completed by mid December.  During construction the homeowner had to be away on business for part of the installation.   We have no missed appointments on our calendar schedule other then a 4 day delay in construction.  The rebate paperwork was initiated on January 6th, through a phone call with Mr [redacted], at which time he was told paperwork would be emailed and he must just sign and return the forms.  The rebate paperwork was then sent on the 6th and returned the same day by Mr. [redacted].    Mr. [redacted] missed a signature so the one page was returned to him for a signature missed on the 8th of January.   Our company also forwards to all customers another copies of the uncompleted IRS forms needed to file for the FITC.  The forms and copies of paid in full invoices were emailed to Mr. [redacted] on February 2nd.  We received notification from the utility that the metering for the system was changed to net metering on February 10th.  Also on February 10th we received photos of the new meter from Mr. [redacted].  I am going to assume someone filed this complaint on behalf of Mr. [redacted], and they were not aware of all of the communication taking place via email during this process.  The system in questions is up and fully operational, and has been since Mid February. All rebate paperwork has been filed as of early January, and Mr [redacted] received his FITC forms for filing on the 2nd of February.  We understand going solar is a process and we work very hard to relay this through to our customers.  We try to give our customers full support through phone and email, and understand the process can seem tedious, much of the paperwork must be completed as the installation progresses.  Delaware has several utilities and jurisdictions all requiring there own paperwork and procedures.   We will continue to support Mr. [redacted], and will continue to return calls and emails to answer any questions he may have on his system. UPDATED PORTION BELOW:We have added new customer service agents to improve the experience for our clients.  Our customer service agents reached out to Mr. [redacted] to follow up on the solar and array and attempt to insure satisfaction with the system.  At this point Mr. [redacted] must complete a last of paperwork with SREC Trade.  SREC trade will be contacting him directly to finalize SREC set up.  The system is complete and has been operation and utility interactive since 02/10/2016.  We will continue to support Mr. [redacted], and this installation.  We will return calls and emails to answer any questions he may have on the system or process.

This client has a completed interconnected installation.   The product installed is a higher output product rated first of 12,000 tested panels by the California Energy Commission.  The installation site could not fit the proposed installation due to site limitations, so the panels were...

upgraded to the highest output per square foot to fit the site.  The client received full notification of the changes, and the system is fully completed and interconnected through the utility.   It produces reliably on a daily basis.  The client had since complained of higher than expected usage on the property and was provided a BPI energy audit to assist with determining the homes energy consumption patterns.  We have made every stride to provide excellent service to this client.  Based on the complaint this client does not have an issue with the system, its output, designs, or aesthetic design.  We will continue to work directly with this client to resolve any further issues on this installation.
