entitled to and was not responsible for billing patients for the
services she provided. All billing rights belong to her employer. Dr. Schechter has never billed
the patient for any services. Dr. Schechter had no right to bill the patient for the services or to
request reimbursement from his insurance carrier. All of these functions were carried out by her
former employer. Any bill he received for services was likely sent by her former employer.
